Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis with The Johns Hopkins University, 516 N. Wolfe Street, Baltimore, MD 21205 for the continued laboratory services to assay samples for duplicate 1-OHPG using immunoaffinity chromatography and synchronous fluorescence spectroscopy. Polycyclic aromatic hydrocarbons (PAHs) are generated by incomplete combustion of organic materials, such as tobacco smoking, red meats cooked at high temperature such as grilling and broiling, and certain industrial processes, such as foundry work. Substantial exposure to PAH also can occur from inhaling diesel exhaust. PAH exposure has been linked to increased risks of a variety of cancers, including esophageal, gastric and colorectal cancers. It is important to identify the chemicals in these lifestyle and environmental risk factors that may increase cancer risks. As part of their studies DCEG investigators are further exploring the association between PAHs and gastric and colorectal cancer by comparing urine markers of PAH exposure between cancer case subjects and non-case subjects from a large cohort of women in Shanghai, China. These investigators will estimate PAH exposure in 1,200 urine samples (25 esophageal cancer cases, 150 gastric cancer cases, 250 colorectal cancer cases, and 775 controls) via measuring 1-hydroxypyrene glucuronide (1-OHPG), a urine metabolite of PAHs. The results of this assay need to be adjusted for urine creatinine, to avoid errors resulting from dehydration or over-hydration of the study subjects. The 1-OHPG assay was developed at Johns Hopkins University and they have the unique expertise and extensive experience in conducting this specialized assay, which is critical for providing high quality results and insights in the interpretation of the results. In addition, this laboratory has conducted 1-OHPG analyses in several NCI studies of gastrointestinal tumors, including esophageal and stomach cancer and colorectal adenoma, a precursor to colorectal cancer. In order for results of the current study to be comparable to the previous studies, and for future pooled studies for more refined analysis, it is imperative that the proposed 1-OHPG assays be conducted in the same laboratory to minimize laboratory variations. JHU is the only vendor known to the OEEB that can process these samples without the introduction of new variables into ongoing research. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, without introducing new variables into an ongoing research experiments it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 7, 2006. Faxed and emailed capability statements are NOT authorized.
