Description
Background Information: The Internet and World Wide Web (WWW or web) now play a dominant role in the dissemination of National Library of Medicine (NLM) information services. As a result, the web environment in which NLM operates is rapidly changing and intensely competitive. Given, these factors NLM realized the need for a more comprehensive and dynamic web planning and evaluation process. Accordingly, the NLM has implemented an ongoing Web Evaluation Project. Purpose & Objectives: The priorities of the Web Evaluation Project include: a) quantitative and qualitative metrics of web usage; b) measures of customer perception and use of NLM web sites; and c) monitoring of the quality of Internet connections by which users access NLM information services. The Web Evaluation Project is currently pursuing an integrated approach intended to encourage exchange of information and learning within NLM, and help better inform NLM management decision-making on web site research, development, and implementation. The Web Evaluation Project has reviewed a range of internal and external activities, including the proposed work that is the focus of this request. The contractor will support NLM in the above efforts. The NLM intends to procure the services of Keynote Systems, Inc. to continue work on the Web Evaluation Project. As the incumbent, the proposed Contractor is uniquely qualified to carry out this work because of its: development and application of the Keynote Web Site Measurement Metrics that monitor high-end access to web sites with comprehensive U.S. and international coverage; development and applications of the Business 40, Consumer 40, and Government 40 performance benchmarking; leadership position in the domestic and international Internet performance measurement business; prior track record in providing quality Internet performance measurement services to NLM; ability to carry out performance measurement and monitoring on a continuous basis; and ability to provide continuity in performance measurements that is compatible with monitoring data from prior years. The proposed acquisition will be procured under FAR Part 13 - Simplified Acquisitions. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a quotation in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced service as specified above. Responses must be in writing and must be received by September 13, 2006.
