Description
THE PURPOSE OF THIS MODIFICATION IS TO CLARIFY THAT ANY INTERESTED PARTY MUST IDENTIFY A PROFESSIONAL ENGINEER THAT HOLDS A CURRENT NEBB CERTIFICATION FOR BUILDING SYSTEMS COMISSIONING. THIS IS A CASCADING SMALL BUSISNESS SET-ASIDE: IF THE DEPARTMENT OF STATE RECEIVES RESPONSIVE QUOTES FROM TWO OR MORE SMALL BUSINESS CONCERNS, IT WILL EXCLUDE ANY QUOTES FROM OTHER THAN SMALL BUSINESS CONCERNS FROM THE COMPETITION. The Department of State seeks quotes for 1 Engineer to provide Commissioning services for a 300 square meter chancery building in Asmara, Eritrea. The structure currently exists as a concrete shell. The Department of State's Office of Overseas Building Operations and Office of Acquisition are coordinating the procurement and installation of all components necessary to render the structure operational. The Department of State requests that interested parties provide hourly labor rates as well as travel proposals based upon an October deployment. Interested parties should also submit detailed resumes and certifications for their proposed candidates. Interested firms must possess a current SECRET (or better) level facility clearance and their proposed candidate must possess a current SECRET level (or better) personal security clearance. The Department of State will determine which quote represents best value to the United States government based upon the following source selection criteria: Past Performance on Overseas Projects, Technical Qualifications, Price, and Deployment Availability. The Department of State will evaluate offers in accordance with Simplified Acquisitions Procedures for Commercial Services procured under the Simplified Acquisitions test threshold of 5 million dollars.
