Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Paper copies of this solicitation will not be available. This is a commercial solicitation using Simplified Acquisition Procedures found in FAR Part 13, solicitation no. FA4690-06-Q-0016 and is issued as a request for quotes (RFQ) on 29 August 2006. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2001-24. FAR clause descriptions are available via the Internet at http://farsite.hill.af.mil/. The set-aside for this solicitation is 100% HUB Zone Firm. NAICS code: 541519. Size Standard: 500 employees. This solicitation is for a HAZMAT extended library package, which includes: Pelican Case, Two Batteries (Chargeable in system or separately with external charger), Keyboard and Mouse, USB Stick, 4,000 ATR Spectra, External Laptop, Wireless Capabilities, R/W CD-ROM, On-Site Training, ALDRICH-ICEM, Library Combination, Repeat IR, Extract IR, Five-Year Partnership Program Power: 12VDC or 115/240 VAC 50/60 HZ. External Battery Charger, USB Storage Device with 64MB storage capacity. USB CD-ROM for data archival and software/library upgrade installation. Laptop operating system: Includes software and hardware required to operate the HAZMAT ID system wirelessly. Contains keyboard and mouse to be used with HAZMAT ID System. Standard (1) year warranty and partnership program plus additional (3) year partnership extension for a total of (4) years. Partnership program: free software upgrade. On-Site Training: One day HAZMAT integration training held on-site for up to (16) people. All parts and labor to repair system in the event of a malfunction. Free loaner (delivered by overnight carrier) shall be provided if system malfunctions. HAZMAT ID refresher course for (1) person per year at a (1) day regional training class limited to the length of the partnership program. Includes Libraries: 000-0012 Nerve and Agent Blisters; 000-0013 Toxic Industrial Chemicals; 000-0012 Common Chemicals; 000-0015 Explosives; 000-0016 Forensic Drugs. The estimated date of delivery will be 27 October 2006 with FOB: Destination for delivery to Ellsworth AFB, SD 57706. The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price factors considered. The following factors shall be used to evaluate offers: lowest price technically acceptable. Note that this purchase is currently awaiting end of fiscal year funding.
