Description
This is an amendment to the combined synopsis/solicitation F1S0AZ6153B004 posted on 07/06/2006. The testing does not have to occur at Edwards AFB; therefore the place of performance was removed. The point of contact has changed to Mary Uptergrove. The solicitation has been extended to 14 September 2006. All interested parties should submit their proposals to mary.uptergrove@edwards.af.mil by 1630 PST on 14 September 2006. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13 and DFARs Change Notice (DCN) 20030331. This acquisition is a full and open competition. NAICS is 541380. Solicitation is for commercial purchase of: Environmental Testing 1.0 DESCRIPTION OF SERVICES 1.1 Introduction This SOW outlines the requirements for G-Lite Configuration 2B Environmental Testing in support of the Joint Strike Fighter (JSF) Program at Edwards AFB, CA. 1.2 Background The JSF Program has requested this Environmental Testing to determine the G-Lite unit?s points of failure in various environmental conditions. The unit will be tested to the point of failure to identify it?s limitations. These limits will be documented in a test report to be used by the JSF Program. . 1.3 Scope The contractor shall conduct 11 different environmental tests and provide a test report with the results of each test. 2.0 APPLICABLE DOCUMENTS Unless otherwise stated, the most recent revision of the G-Lite Configuration 2B Critical Design Review Part 3 Testing is the applicable document. 3.0 REQUIREMENTS 3.1 General The contractor will test 1 unit as specified and provide a test report identifying the results of each test. 3.2 Specific Testing Objectives The following tests shall be conducted using the G-Lite Configuration 2B: 1. Electromagnetic Compatibility Test 2. DC Voltage Range with Ripple 3. Transient Surge Voltage 4. Over/Under Voltage Conditions 5. Power Lead Reversal 6. Operating Temperature Range Tests 7. Humidity Tests 8. Low Pressure Altitude Test 9. Operating Acceleration Structural Loads 10. Operating Random Vibration Test 11. Operating Shock Test The contractor shall provide detailed test procedures, EMI, Environmental, and a data report with the results of each of the tests. USAF is to supply the personnel and Special Test Equipment required to operate the test specimen. It is assumed that USAF will be responsible for all specimen operation and functional testing. 3.3 Testing Requirements Refer to the G-Lite Configuration 2B Critical Design Review Part 3 Testing document. 4.0 PROGRAM MANAGEMENT Contract requirements must be documented and reviewed by the contractor before the commencement of a testing program to ensure that testing is completed in a timely manner. Contractor shall provide a schedule of testing. Any testing that may damage or destroy the G-Lite unit shall be conducted as the final test(s). 4.1 Task Management The contractor shall assign a Program Manager to provide oversight for the project and to act as an interface with AFFTC. The Program Manager shall notify the AFFTC Contracting Officer?s Technical Representative (COTR) in a timely manner of any issues that would adversely impact the contractor?s ability to meet and satisfy the performance and schedule requirements of this SOW. 4.2 Personnel Qualifications In meeting the performance requirements of the SOW, the Contractor shall assign only appropriately skilled personnel. 5.0 GOVERNMENT FURNISHED PROPERTY The following items will be provided as GFP: G-Lite C2B Configuration Unit USAF shall supply all mating connectors, hardware and adapters compatible with contractor equipment, as required. 6.0 TRAVEL The contractor shall provide necessary travel to transport the unit and any other test-related equipment for required testing.
