Description
This is a combined synopsis/solicitation for the following item: The contractor shall provide all labor, tools, parts, materials, equipment, facilities, transportaiton and supervision necessary to provide the necessary repair to the Aircraft Fire Training Facility (AFTF) at Vandenberg AFB in a manner that will ensure its serviceability and operational effectiveness. The contractor shall comply with manufacturers' recommendations and procedures, Air Force Technical Order 35E1-2-13-1 Operation and Maintenance Instructions for Aircraft Fire Training Facilities, and local, state, and federal guidelines as applicable to the work involved. Installation, testing, and replacement of gas piping, gas utilization equipment or accessories, and repair and servicing of equipment, shall be performed only by a qualified agency. In the interest of safety, all persons employed in handling LP-Gases shall be trained in proper handling and operating procedures. Work to consist of repairing the AFTF to bring the system fully operational upon completion. It is understood that the water pump has been replaced and that side of the system is fully operational now. 1.1. ITEM Replacement. The contractor shall remove and replace items in accordance with manufacturer's instructions, industry practices, and local, state, and federal procedures. The current AFTF equipment will be repaired where required with the parts listed in the proposal over a two-week installation period. The repair will consist of the following, - Replace seismic sensor - Remove and replace LPG Manifold shut off nitrogen operated valve actuator - Replace burner control ball valves and bring them forward for easier operation - Remove regulators and install AFCESA approved piping. - Remove and replace six ground burner assemblies - Remove and replace piping in both the inboard and outboard engines above grade. - Replace ignitors as required - Replace butt splices - Replace ignitor wire as required up to 1000' - Replace cable sleeve as required up to 70? ADDITIONAL EFFORT IF PURCHASED (to be completed at the same time as above work): 2 FIELD TECHNICIANS FOR ADDITIONAL WEEK. The work is based on the following, Removal and installation of a new control electrical panel Install a new transformer panel c/w thermostatically controlled atmosphere New high tension leads to all 15 ignitors from the new transformer panel 1.2. Environmental Controls. The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. The contractor shall ensure policies and procedures are established that protect the health and safety of employees and the community and minimize/eliminate the risk of environmental pollution. 1.3 SAFETY. Liquid propane used in the facility is potentially explosive. Personnel shall practice proper grounding procedures in accordance with the National Electrical Code (NEC). Personnel working with or near high voltage equipment should be familiar with modern methods of resuscitation. Personnel shall wear appropriate protective clothing and be aware of emergency procedures to perform emergency shutdown and start-up. 2. DELIVERY SUMMARY. The contractor shall agree to the installation timeline provided by the government as stated prior to commencement of the contract. Delays are unacceptable and all necessary measures must be taken to ensure effective and timely execution of the installation takes place. 3. GENERAL INFORMATION. 3.1 HOURS OF OPERATION. Regular hours Monday to Friday 8 am to 5 pm excluding holidays. Contractor will have access to site 7 days a week between 6 am to 10 pm (if necessary). 3.2 SECURITY REQUIREMENTS. Contractor to maintain as per base requirements. 3.3 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE NATIONAL COMMAND AUTHORITY OR OVERSEAS COMBATANT COMMANDER. Contractor to follow as per base requirements. Installation to provide 48 hours notice of base closure to contractor by fax if necessary. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This combined synposis/solicitation is issued as a request for quote (RFQ) F4D3D96188A100. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12 and DFARS Change Notice 20060814. North American Industrial Classification Standard 811310, Size Standard, $6.5M, applies to this procurement. FOB: Destination for delivery: Bldg 1583, Vandenberg AFB .The following provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal.
