Description

This will be an UNRESTRICTED, Best Value, Single Award procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a s ubcontracting plan. The US Army Corps of Engineers FY 06 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 51.2%; Small Disadvantages Business, 8.8%; W omen-Owned Small Business, 7.3%; Service-Disabled Veteran-Owned Small Business, 1.5%; and HUBZone Small Business, 3.1%. The work consists of a sheet pile wall canal section; a concrete U channel section, slope paved section, aerial pipe crossings, adju stments to drainage lines, canal excavation and backfill, removal of structures and timber piles and other incidental work. The advertisement of this procurement will require a Request for Proposal (RFP) which will require the submission of technical and price proposals that will be evaluated separately. The evaluation criteria may consist of management organization, proposed technical approach/solutions, technical experience, key personnel, price, etc. The RFP will provide all necessary details, and sta te how the Selection Board will evaluate the proposals. NAICS: 237990, FSC: Y299, SIC: 1629. Work is estimated to cost between $15,000,000.00 and $25,000,000.00. RFP will be issued on or about September 17, 2006. Estimated proposal receipt date will be October 17, 2006. Actual dates will be shown when the solicitation is issued. Work is estimated to be complete within 940 calendar days after receipt of the Notice to Proceed.
