- The Walla Walla District Corps of Engineers is Requesting Information / Sources Sought for Fish Counting Services in the Snake and Columbia River Basins in support of the Portland and Walla Walla Districts, U.S. Army Corps of Engineers, Fish Program, Snake and Columbia rivers, Oregon and Washington. ADMIN INFO: The North American Industry Classification System (NAICS) code is 541710. The small business size standard is 750 employees. All responsible business sources may submit information, which w ill be reviewed. Point of contact for the solicitation is Gary Dahl, (509) 527-7216, gary.h.dahl@usace.army.mil. Information is due 0400 PM, September 18, 2006. Description of Action: This Request for Information / Source Sought (RFI) is seeking to identify contractors able to meet specific requirements that have been identified through the Fish Program for the Portland and Walla Walla Districts. This RFI is lim ited to business concerns that have previous work experience in the same or similar requirements as specified in Section 3.0 in the RFI. Description of Services: This Request for Information / Source Sought is to determine the availability of potential contractors for counting adult fish passing through ladders at the Corps eight main stem dams on the Columbia and Snake Rivers in the Port land and Walla Walla Districts. These projects include Bonneville, The Dalles, John Day, McNary, Ice Harbor, Lower Monumental, Little Goose and Lower Granite dams. Adult fish counting at the Mill Creek Flood Control Project within the Walla Walla Distric t is also included, pending the availability of funds. This work will necessitate having three to seven staff members (fish counters) at each of the dams indicated above, one or two at the Mill Creek Project, and adequate supervision. The fish counting purpose is to produce technical information that will assist the Corps in making engineering and operational decisions to provide safe and efficient fish passage through the migration corridor. Research utilizing the fish counts data is conducted by a variety of organizations including the Corps, NOAA Fisheries, U.S. Fish and Wildlife Service, U.S. Geological Survey, state fishery agencies, tribes, universities and private businesses. These adult fish counting services are part of the required operations of these Corps projects. The base period of performance is to begin on March 1, 2007 and end February 28, 2008 with two (one year) option periods.
