Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The DBSS is a Blood Establishment Computer Software (BECS) that is required by law to be developed and sustained under the Code of Federal Regulations (CFR), Title 21, Series 800 to 899. The FDA requires compliance to current Good Manufacturing Practices by qualified medical device suppliers to meet industry standards of care. The current fielded version of DBSS must provide safe and effective blood components and is subject to potential product recalls when root cause analysis discovers unacceptable risk to patients. The objective of this Performance Based Statement Of Work is to secure services in order to support the re-engineering of DBSS as a safe and effective medical device that can receive clearance from the FDA. The Contractor shall follow the CFR, Title 21, S eries 800 to 899, to ensure that the DBSS is safe and effective for its intended use. This shall ensure that the Defense Blood Standard System (DBSS is manufactured as a FDA regulated medical device, so that it manages safe, pure, and potent blood product s for its 9.1 million MHS beneficiaries.
