Description

This requirement will be procured in accordance with FAR Part 12, Acquisition of Commercial Items, using Part 12.6 Streamlined Procedures for Evaluating and Solicitation for Commercial Items (Best Value), an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures, selecting the offer that is most advantageous to the Government based on the factors which will be contained in the solicitation, Technical factors will be more important than price. The U.S. Fish and Wildlife (FWS) is issuing a solicitation for aerial treatment of Melaleuca (the bid will be for the cost per acre for 3 quarts imazapyr + 4 quarts sunwet + 4 ounce NuFilm per acre, twenty (20) gallons mix per acre). See attachment 1 for statement of Work and detailed map. This procurement will be 100 percent set-aside for small business concerns, NAICS Code: 561730 Size Standard: of $6 Million. Date of award is estimated to be on or about September 18, 2006. The Fish and Wildlife Service is presently using Electronic Commerce (EC), you must register in EC at Web Site http://www.ccr.gov prior to the closing date of the Request for Proposal. If you have any registration questions, please call 1(888)-227-2423. Prior to registering, each company must obtain a Dun and Bradstreet Number. You may obtain this number free of charge at 1(866)705-5711. This will be your only means of obtaining the RFP/Award. All contractors with access to the internet and e-mail address can receive electronic notifications of award. CAUTION: This Request for Proposal will be issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendment and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection of same. No other notifications will be sent. Responses will be due approximately 13 days following the date of posting solicitation unless extended. Proposals will be evaluated based on contractor's experience, past performance, technical approach, capabilities and price.
