- The U. S. Geological Survey, Geologic Discipline, has a requirement for a PANalytical X-Pert Pro MPD Theta-Theta X-Ray Diffraction System. The system must employ direct optical encoding in the Goniometer to ensure that possible physical wear of the gearing over the lifetime of the instrument has no effect on the accuracy of the system in positioning. Should the operator bump the tube or detector arm, momentarily changing its position, the system shall automatically reposition the tube and/or detector arm to the previously set position. A solid state linear detector must be available that employs Real Time Multiple Strip technology with over 100 active strips covering an angular range of at least 2 degrees 2 theta, have a count rate capability of up to 4,000,000 x-ray counts per second, have a minimum peak linearity of 40,000 x-ray counts per second and this linearity must increase with scan speed to at least 120,000. Maximum background noise must be less than 0.1 counts per second. This solid state linear detector must have a functional scanning range of 0.5 to 160 degrees 2theta, and optionally allow static measurements. This detector must be maintenance free with no gas flow, gas replacement or wire replacement required and must operate at room temperature. The detector must utilize pre-aligned, fast interchange mounting frames made of hardened tool steel and remounting of modules must be reproducible to < 3 microns. Interchange of each assembly must occur in less than 2 minutes by persons who have no knowledge or experience in the alignment of x-ray diffraction optics and without the need for any realignment of the goniometer or optics modules. The exchange of the modules must be accomplished by the loosening and tightening of one screw using one tool. The detector shall be able to withstand direct x-ray beam exposure with no damage to the detector. A monochromator that works specifically with this solid state linear detector must be available. The detector must be available for delivery concurrent with the diffractometer system delivery and have been available for sale for a minimum of two years. The solid state, linear array, position sensitive detector, shall be capable of collecting diffraction data from 0.5 degrees to 161 degrees 2theta, in under 8 minutes, while measuring a FWHM of no greater than 0.29 FWHM for certain peaks on a LaB6 NIST standard. The X-ray tube must be able to be rotated from line to point focus (and vise versa) without disconnecting any water lines or power supply to the tube and not require alignment after switching from line to point focus and vice versa. Tubes must be able to be changed in 15 minutes without the need for optics realignment. Interchange between sample stages must occur in less than 2 minutes without the need for realignment. The system must include a sample spinner, which utilizes a top reference sample holder mounting. The mechanism must place the sample holder precisely in the diffraction plane and not be susceptible to "wobble" as the sample spins. The spin rate must be computer controlled. A sample changer for use with the sample spinner must be provided. It must accommodate one removable 15 position sample magazines and be mounted on a locking mechanism to enable the device to be rolled clear for exchange of sample stages. Removal and re-positioning of the sample changer must occur without alignment of the changer, optics, sample stage or goniometer. Installation shall include a minimum of 2 days of on-sight training. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the system specified as a sole source from PANalytical Inc., 12 Michigan Drive, Natick, MA 01760, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required system or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response shall include at least five past performance references of vendors you have sold functional equivalent system to, literature, brochures, and such other materials, which correspond to the required items stated herein. Past performance references shall include vendor name, point of contact, phone number. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement. The NAICS Code for this requirement is 334516.
