Description
The Naval Air Systems Command at Patuxent River, MD intends to negotiate and award a time and materials delivery order for performance of engineering investigations (EI's) on in-service failures of the transmissions, drive and rotor systems, flight control components, and airframe structures for the CH-46E series helicopter. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA, under Basic Ordering Agreement, N00019-05-G-0012. The period of performance will be from the date of contract award through 30 September 2007. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Boeing Company is the sole designer, developer, and manufacturer of the H-46 series helicopter and the only firm that possesses the knowledge, experience, technical expertise and technical data required to perform these efforts. Boeing will perform failure analysis of the components as well as complete a metallurgical evaluation to confirm compliance with applicable manufacturing specifications and tolerances. Each engineering evaluation will be documented with a full report detailing the metallurgical findings, stress analysis, and materials engineering departments. Work includes disassembly of exhibit and will be performed both at Ridley Park, Pa and Cherry Point, NC. Engineering investigations authorized by PMA-226 in writing are Fleet initiated EI requests based on failures resultant from long term desert operations or other investigations assigned at the discretion of PMA-226.
