- Description
- The Naval Warfare Center Aircraft Division Lakehurst intends to solicit Bell-Boeing JPO with Boeing Helicopter as the lead to provide engineering logistics support, and related efforts in support of the V-22 Support Equipment Program. Activities include but are not limited to support equipment performance reporting, quality deficiency reports, field service reports, beneficial suggestions and demonstration, and investigation of equipment problems using laboratory and field analysis. In addition they will participate in SE program implementation reviews, especially those that focus on technical approach, outfitting sites with Support Equipment, and in-service performance reviews. The contractor shall access compatibility of Government Furnished Support Equipment with V-22 aircraft systems or subsystems that the SE supports. The Government intends to proceed under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 60.302-1. As designer, developer, and original equipment manufacturer for the V-22 aircraft and associated SE equipment, Bell-Boeing JPO is the only source that possesses the required proprietary rights and nondisclosure agreements necessary to design, develop, manufacture, and support the Organizational, Intermediate, and Depot Level Peculiar Support Equipment Program (PSE). As the OEM, Bell Boeing (JPO) is the only firm that possesses the detailed technical knowledge necessary to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
