Description
AMENDMENT 2: Picture of landing barge can be obtained by calling (904)542-1265 or email pamela.dutcher@navy.mil. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The award will be made on an all or none basis. This solicitation is 100% set-aside for small business. Solicitation number N68836-06-R-0057. North American Industry Classification System (NAICS) code 336611, and the business size is 1000 employees. A firm fixed-price contract is contemplated. This requirement is to perform non-skid resurfacing on two (2) Landing Barges (YC1647 and YC1648) assigned to Naval Support Activity New Orleans, LA. STATEMENT OF WORK NON-SKID RESURFACING OF LANDING BARGE YC1647 AND YC1648 Background: Naval Support Activity (NSA) New Orleans has two landing barges (YC1647 and YC1648) which require resurfacing of the non-skid deck. The barges are located at NSA New Orleans. Boat Manufacturer: Orange Shipbuilding Company, INC, Orange, TX 77630 REQUIREMENTS/CONSTRAINTS: Non Skid Resurface: The resurfacing includes removal of old non-skid from the deck, application to an approved primer and resurfacing of the deck with international non-skid paint on YC1647 and YC1648. All work must be in accordance with Naval Ships Technical Manual (NSTM) 634. The NSTM 634 discusses requirements for the use of primer, application of non-skid and conditions under which it can be applied to naval ships/vessels. Barge Size: YC1647: 111 FEET X 32 FEET YC1648: 111 FEET X 32 FEET Proposal: Quotes for work completed on each barge must be provided separately (CLIN 0001 YC1647 and CLIN YC1648) PERIOD OF PERFORMANCE: The Period of Performance is from the Date of Award ? 90 days to date of completion. This 90 day period includes a 45 completion period for each barge. The barges cannot be out of working order at the same time. Schedule for YC1647: From date of award ? 45 days to complete Schedule for YC1648: From completion of YC1647 ? 45 days to complete PLACE OF PERFORMANCE: The place of performance for both YC1647 and YC1648 is Naval Support Activity. All work must be performed on-site. The government will not deliver barges to another location. GOVERNMENT FURNISHED ELECTRICAL POWER: The government will furnish electrical power, 440 volts. IAW FAR 52.212-2, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors-a combination technical capability of the item offered to meet the Government requirement, price, past performance, and delivery/work completion and are listed in descending order of importance. PAST PERFORMANCE: Pursuant to FAR 15.305(a)(2)(iv). In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance.
