Description
MAINTENANCE SERVICE FOR ACCRESS CONTROL/IDS SYSTEM AND CAMERA SURVEILLANCE SYSTEM FOR 18 BUILDING. LOCATION: NAVAL SUPPORT ACTIVITY MID-SOUTH, MILLINGTON TN. STATEMENT OF WORK: SOW ACCESS CONTROL/IDS SYSTEM AND CAMERA SYSTEM 1. The NSA Mid-South Access Control/IDS System provides access control to designated host and tenant activities assigned to this installation. It also provides immediate Security response to spaces that require 24x7 security response through IDS. In order to maintain proper access for assigned personnel and provide required response times to installed alarms, this system has been and needs to remain at 100 percent operational capability. NSA Mid-South Camera Surveillance System provides 24x7 monitoring and recording capabilities for all entry points to installation, inspection lane and certain critical asset locations. It also provides immediate Security response to incidents at those points and needs to remain at 100 percent operational capability 2. The contractor needs to provide, at a minimum, 4-hour response time to all trouble calls during normal working hours (0700 ? 1700) and 6-hour response time between 1700 ? 0700 (24/7). Contract to include all costs associated with labor and parts repair/replacement. Repairs to these systems should be immediate (a minimum of 4 hr response time) and regular maintenance conducted annually and recorded. Routine maintenance and testing includes reader cleaning, door checks to ensure hardware and assigned peripheral equipment (RTE,BMS,door strike) at that location are working properly, and for locations with alarms, that those alarms are tested with security dispatch and test results are documented for inspection purposes. Contractor will be responsible for minor expansion of system (up to 2 readers per year). This system is entirely hardwired and has no remote functions. The contractor will be responsible from the ACS panel to the door. Physical Security will maintain responsibility from the ACS panel NIC to the server and any server/network equipment and software issues. Contract to include all costs associated with labor and parts repair/replacement for cameras and annual maintenance. This system uses both hardwire and remote devices. Contractor will be required to show that personnel have required minimum background checks to access the base. Physical Security Officer will be the contract oversight manager. 3. Readers (CACs), panels (M-2000/2001) and any sub-boards(IO Boards for monitor points) attached to ACS panels are purchased through American Magnetics (AMAG) out of California. This is a proprietary system and these items have to be purchased through them requiring distributor certification. NSA currently holds an approximate 18-month stock of some AMAG products that can be used by the contractor. Once parts supply is exhausted contractor will be responsible for purchasing replacement parts from AMAG. Common parts such as balanced magnetic switches (BMS), request to exit (RTE), motion detectors (PIR) and door hardware is purchased from various local vendors and contractor will be responsible for providing those replacement parts. Cameras are VICON PTZ (enclosed in housings) mounted on light poles with TRANGO transmit and receive devices. There is 30 amp power supply also mounted locally to power devices. We have three digital collectors communicating over a stand-alone security network, one being the main server collector. We also have one stand-alone collector with touch screen monitor used in conjunction with the inspection lane UVI and 1 overhead PTZ camera. Operating System is Digital Sentry. 5. The following is an approximate list of all equipments currently installed and operating. The contractor needs to repair or replace parts for all associated equipment. We have a total of 18 buildings on access control or IDS. Those buildings include: NSA - 455/456/237/797/760/938 NPC - 769/768/789/791/785/457 CNRC - 784/242/394 NRC - N930 NAVMAC - C-1 JRIC - 241 READERS RTE PIR BMS DOORS 230 227 56 240 237* * Depending on what type door is used, will determine what type of electronic door strike is used. We have three types of FOLGER-ADAMS door strikes that we currently use. We also have several doors (approx 15) that use magnetic locks (MAGLOCKS). We have 40 access control panels that are powered by either 24 VDC or 12 VDC SECURTRON power supplies. We have approximately 35 Von Duprin 24VDC power supply units that power the outter doors using Von Duprin EL-99s door exit hardware. CAMERAS: (Located at Post 1, Post 2, Post 3 and Inspection Lane) PTZ Cameras - 13 - Housings - Transmit/Receive Devices UVI -1 22 Fixed cameras located in N930 and S237 Network Digital Collectors - 4 Server -1 Stand Alone Collector - 1 Dispatch Monitor -1 6. NSA Access Control System is proprietary thru American Magnetics and contractor must be licensed/certified through AMAG to purchase products and work technical issues.
