Orlando, Florida, GSA Contracting Officer Bernice Jackson, phone number -404-331-4616 Continuing a legacy of outstanding public architecture, the General Services Administration (GSA) Design Excellence Program seeks to commission our nation?s most talented designers and architects to modernize our federal buildings and prepare them for the next 50 to 100 years of service. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, reliability and reduced energy consumption; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Design Excellence in public architecture for performance of architectural/engineering Design in accordance with GSA quality standards and requirements including the P100 (Facility Standards for the Public Buildings Service). As required by law, all facilities will meet federal energy goals, security requirements, and the Architectural Barriers Act Accessibility Standards. All projects will be LEED certified. PROJECT DESCRIPTION: - The project is a modernization of an existing Federal Building and Courthouse. It is located at 80 North Hugley Avenue, Orlando, Florida. This project will be a model workplace and a model of sustainable design. It will incorporate cost-effective and innovative strategies to meet EPACT 2005 energy goals to reduce energy consumption. It should make a distinct architectural statement that is responsive to the existing character of the building while supporting the quality and life of the neighborhood and the adjacent court complex. The Construction Manager as Constructor (CMc) project delivery method will be used. SCOPE OF WORK: - The scope of professional services will require at a minimum: professional architectural, engineering, interior design, landscape architecture, and related consulting services for concept design documents, design development documents, construction documents, specifications, cost estimates, value engineering services, computer-aided design (CAD), Building Information Modeling (BIM), and construction phase services for the existing Federal Building and Courthouse modernization project . The project includes the demolition and construction of new interior finishes and related systems, and associated site development. Space alterations include the following planned actions: After selective demolition, interior lobbies at the building core on all levels will be renovated. Restrooms will be upgraded to current Architectural Barriers Act Accessibility Standards. Significant tenant space alterations will be made at all levels of the facility including both basic office space renovations to meet a diverse mix of tenant agency requirements and special space needs such as bankruptcy courtrooms and chambers. New provisions in the existing facility will be made to accommodate tenant special systems including telephone, data, audio visual and security requirements. Existing windows will be removed and replaced with insulated glass. Plumbing, HVAC, fire protection, fire alarm systems, electrical distribution and lighting systems will be replaced or upgraded. The design of windows and mechanical systems to be replaced and/or upgraded will cost-effectively meet EPACT 2005 energy goals to reduce energy consumption. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for the Public Buildings Service), including LEED certification, adherence to the Architecture Barriers Act Accessibility Standards, Art in Architecture, and customer agency requirements. In addition, the scope of this project includes the following: assessment of the building?s potential eligibility for listing in the National Register of Historic Places. As of this announcement, this property has not been evaluated for eligibility for listing in the National Register of Historic Places. Prior to initiating design, as part of the Prospectus Development Study described below, the A/E Team shall retain a Preservation Consultant, knowledgeable in mid-20th Century Modern architecture, and familiar with National Register criteria and the Secretary of the Interior?s Standards for Rehabilitation, to assess the potential eligibility of the structure using the GSA Eligibility Assessment Tool (go to www.gsa.gov/historicpreservation > Historic Preservation Library > Modernism > Growth, Efficiency & Modernism: GSA Buildings of the 1950s, 60s, and 70s). Should the building be determined potentially eligible, the Preservation Consultant shall assist the Team in identifying significant elements of the building?s original design contributing to its potential eligibility and assist the A/E in developing an appropriate contextually integrated design for this project that avoids adverse effect on those contributing elements, as outlined in 106 Compliance for Buildings Under 50?A/E Scope Clauses (go to www.gsa.gov/historicpreservation > Project Management Tools). The assessment of eligibility and design approach shall be coordinated with GSA?s Regional Historic Preservation Officer (RHPO). For all major projects (prospectus-level) receiving design funding in FY07 and beyond, GSA requires spatial program Building Information Models as a minimum requirement for submission to the Office of the Chief Architect for final concept approvals by the PBS Commissioner. GSA supports the use in all projects of mature 3D-4D-BIM technologies?spatial program validation and beyond?at strategic project phases in support of specific project challenges. PROSPECTUS DEVELOPMENT STUDY (PDS): - Prior to commencement of the design phase, the selected A-E will develop a Program Development Study (PDS) for the project. The PDS serves as the technical foundation for the project?s construction authorization/funding request (the Construction Prospectus). The PDS provides the foundation of GSA?s A/E Scope of Work. The PDS further serves as an information gathering/documentation effort, facilitating the design A-E?s early mobilization efforts. The primary components of the PDS are the Design Program, the Implementation Plan and the Budget Analysis. The PDS will also include the Preservation Consultant and eligibility assessment described above. SELECTION PROCESS: - This is a request for qualifications (RFQ) of A/E firms/lead designers interested in contracting for this work. The A/E firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The lead designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The lead designer will also be involved in commissioning an artist or artists for this project and in assisting with the successful integration of works of arts into the architectural design. A/E firms are advised that at least 35% of the level of contract effort must be performed in the State of Florida. The A/E firm will address the contractual relationship with the lead designer and project team in Stage II. At that time, the following specialty consultants will be required: Court Consultant, Security Consultant, Audio Visual Consultant, Acoustical Consultant, and Programming Consultant. The A/E selection will be completed in two stages as follows: In Stage I, interested designers and associated A/E firms will submit portfolios of accomplishment that establish the design capabilities of the lead designer and design firm. In Stage II, Short-listed lead designer-A/E teams will be interviewed. All documentation will be in an 8 1/2" x 11" format no more than 1/4 inch thick. Submissions may be double-sided where feasible. The portfolio should include the following: a cover letter referencing the FedBizOpps announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form 330 Architect Engineer Qualifications Part II; and responses to the submission requirements and evaluation criteria listed below. An A/E Evaluation Board consisting of a private sector peer and representatives of the client and GSA will evaluate the submissions. The board will establish a shortlist of three to six firms. Identification of team members, other than the lead designer(s), is not required at this stage. Consultant and ?production firm? (if different from the design firm) information should not be included in the Stage I portfolio. Submissions shall be in order as requested. STAGE I Submission Requirements and Evaluation Criteria: (1) PAST PERFORMANCE ON DESIGN (35%): The A/E firm(s) will submit a portfolio of not more than five projects completed in the last ten years (maximum of five pages per project). The narrative shall address the design approach with salient features for each project and discuss how the client?s program, function, image, mission, economic, schedule, and operational objectives?including energy conservation and life cycle cost strategies?were satisfied by the overall design/planning solution. It should comment on the relevance of submitted projects to the GSA project, including sustainability, energy conservation, and workplace design. This section of the submission should include tangible evidence such as certificates, awards, peer recognition, etc. demonstrating design excellence, and provide a client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative floor plan, a site plan, a building section, or other appropriate drawing, and a minimum of two photographs must be included for each project. (2) PHILOSOPHY AND DESIGN INTENT (25%): In the lead designer?s words (maximum of two pages), as related to this project, state: the parameters of an overall design philosophy; his/her approach to the challenge of public architecture and related issues; parameters that may apply in creating a renovated federal office building and courthouse with an attractive and productive workplace; and commitment to integrated and sustainable design including energy conservation. (3) LEAD DESIGNER PROFILE (15%): Submit a biographical sketch (maximum of three pages) including education, professional experience, recognition for design efforts inclusive of the portfolio examples. Identify and describe areas of responsibility and commitment to each project. (4) LEAD DESIGNER PORTFOLIO (25%): Submit a portfolio representative of the lead designer?s ability to provide design excellence. Address his or her participation in each project. If a single designer, submit a portfolio of up to three projects completed in the last ten years (maximum of five pages per project). If the lead designer is a team, submit graphics and a description of up to two projects from each lead designer or lead design discipline. The narrative shall address the design philosophy with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operations and maintenance objectives?including energy conservation and life cycle cost strategies?were satisfied by the overall design/planning solution. Include tangible evidence such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1) Past Performance on Design, the lead designer shall address his or her participation in the project. For Stage II, the short-listed lead designers and associated A/E firms will be notified and asked to submit more detailed information indicating each member of the design team, including all outside consultants. Sufficient time will be provided for the lead designer and associated A/E design firm to establish its team. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement. A networking session will be scheduled, with sufficient time set aside for the A/E Design Firm/Lead Designer to assemble the project team. In developing the project team for the Stage II submission, the A/E Firms are advised that at least 35% of the level of contract effort must be performed within the state of Florida. The office(s) meeting this 35% (minimum) requirement must have an active production office within the State of Florida established at least 90 days prior to the date of this announcement. As a member of the A/E team, the Architect of Record must be licensed in the state of Florida. The required license must be in place within 60 days of award of the contract. The board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and evaluation criteria as established for Stage II, and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the lead designer-A/E team?s understanding of the unique aspects of the project, their design philosophy, project management process, and quality assurance plan. Responses to the evaluation criteria and interview questions will be used to rank the Lead Designer-A/E Teams. IMPORTANT INFORMATION FOR STAGE I SUBMITTALS: Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting Standard Form 330 Architect Engineer Qualifications Part II, which must not be dated more than twelve (12) months before the date of this synopsis along with the letter of interest and the portfolio TO: General Services Administration, 401 West Peachtree Street NW, Suite 2500, Atlanta, Georgia 30308, Attention: Bernice Jackson, by 3:00 PM local time on September 29, 2006. The following information must be on the outside of the sealed envelope 1) solicitation number/title, 2) due date, 3) closing time. Late responses are subject to FAR 52.214-7. A PRE-SUBMITTAL MEETING for Stage I will be held on September 14, 2006, at 10:00 AM local time, at the Federal Building Courthouse, 80 North Hugley Avenue, Orlando, Florida. This procurement is being made under the Small Business Competitiveness Demonstration Program (FAR 52.219-19). This procurement is open to small and large business concerns. Before award of the contract, the A/E (if not a small business of $4,500,000 gross average receipts over three years) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 and will be expected to place subcontracts to the maximum practical extent with small and disadvantaged firms as part of their original submitted teams. Small, small disadvantaged, woman-owned, HUB Zone, and Service-disabled Veteran-Owned firms are strongly encouraged to participate as prime contractors or as members of joint ventures with other small businesses. A networking session will be held once the shortlisted firms are announced. Date, time and location will be provided at a later date. The goals established for this project are as follows: Total Small Business 46%, including small disadvantaged business 18%, women-owned 5%, Section 8(a) 12%, Other SDB 6%, HUB Zone 3%, Service ? disabled Veteran owned 3%. These services will be procured under the Brooks Act and FAR Part 36. In this process, the government will award to the most highly qualified A/E team with whom it can negotiate a fair and reasonable price. This is not a Request for Proposals. Contract award is subject to the availability of funding. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process.
