It includes a single-story interior renovation with minor exterior work. The building currently houses multiple federal agencies, so sensitivity to ongoing federal operations is imperative. The project involves the renovation/tenant improvements of approximately 11,000 square feet of interior space for a future federal agency tenant. This design phase will consist of planning, preliminary design, and construction document completion. Consideration may be given to future Contract Administration services depending on funding, quality of design, and design services. Nature of Acquisition Requires Use of Authority Cited: A federal agency has located within Region 8 and it?s operations are of a classified nature. There is a restriction on who has a "need to know" and limiting the access to facilities associated with those operations. The National Security issues are such that all personnel involved with the design and construction of this facility must hold an active Secret Personnel security clearance. The future Contractor and all subcontractors having access to the project drawings and specifications must also hold active facility clearances at the same level. Any significant breach of security or disruption of operations in the GSA Property Development Group would compromise national security. GSA has constantly sought to minimize the number of people who have a need to know anything about the GSA Property Development Group and the facility, capabilities and functionality therein in an effort to minimize the possibility that information could be compromised. SCOPE OF WORK The scope of professional services will require at a minimum: Professional Architecture and Engineering Services. The scope of work will require at a minimum: construction drawings, specifications, cost estimates, value engineering services, computer-aided design and drafting (CADD) and post construction contract services (PCCS) for a tenant improvement project within an existing federal building in Region 8. The facility will be designed in English units. Description: A federal agency has a requirement to design and renovate an existing building with various functional capabilities within GSA?s Region 8 ? a six state region encompassing North Dakota, South Dakota, Colorado, Utah, Wyoming, and Montana. The renovation consists of approximately 11,000 square feet of existing space within an existing building. The design criteria, performance specifications and functionality of this space is classified at the level of Secret. The proposed project includes: Demolition of existing walls, ceilings and partial building HVAC and electrical within the approximate 11,000 square feet of rentable space. Developing client program requirements of the future federal agency. Developing programming and preliminary design efforts to verify client requirements for their space. Developing construction documents for bidding purposes of qualified construction firms. Design an emergency back-up power system for the specific agency space. Design an independent, dedicated telecommunications system for the specific agency space. A-E Designer(s) are to follow Publication No. 64 (05/2001) for Construction Requirements . Design a secured facility for the GSA Property Development Group as programmed by the future agency representatives. The project is also to include GSA design standards for secure facilities; conformance to GSA?s PBS P100 (Facility Standards for Public Buildings), sustainability goals, and customer agency requirements. SELECTION PROCESS This is a Request for Qualifications (RFQ) of A/E Firms/Lead Designers interested in contracting for this work. The A/E Firm as used in this RFQ means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The A/E selection will be completed in two stages as follows: interested firms that meet the minimum security clearance requirements listed above will submit portfolios of accomplishment that establish the design capabilities of the Design Firm. In addition to the portfolios, each A/E firm will be required to separately submit back-up information showing their current SECRET level facilities clearance information and SECRET level security clearances of each design team member. Please keep in mind that only the A/E portfolios with proper facility and personal SECRET clearance documentation will be reviewed. All documentation shall be in an 8 ?? x 11? format. The assembled content for the Stage I portfolio should be no more than 1/4 inch thick. The portfolio should include the following: a cover letter referencing the FBO announcement and briefly describing the firm and its location, organizational makeup, and noteworthy accomplishments; Standard Form Form 330 Architect Engineer Qualifications Part II and responses to the submission requirements and evaluation criteria listed below. An A/E Evaluation Board consisting of GSA and client representatives will evaluate the portfolio submissions. Submission Requirements: (1) CLEARANCE REQUIREMENTS (Go/No-Go): Only firms with a current facility clearance level of SECRET will be considered. The applying, potential firms shall show proof of their clearance in a separate sealed envelope marked clearances. Failure to show proof will automatically result in submittal rejection. All A-E project team members shall have a secret clearance prior to working on this project. Firms who do not possess both the facility and personal SECRET clearance will not be considered for future Stage I submittal review and Stage II, interviews. (2) PAST PERFORMANCE ON DESIGN (50%): The A/E Firm(s) will submit a portfolio of not more than three similarly scoped projects completed in the last ten years (maximum of five pages per project). The narrative shall: address the design approach with salient features for each project and discuss how the client?s program, function, image, mission, economic, schedule, and operational objectives were satisfied by the overall design/planning solution; address the relevance of submitted projects to this project; and provide a current client reference contact for each project, including name, title, address, email, phone, and fax numbers. A representative plan, and other relevant graphics should be included for each project. (3) PHILOSOPHY AND DESIGN INTENT (25%): In the Lead Designer?s words, (maximum of one typewritten page) state the parameters he/she will apply to the challenges of: designing limited scope projects for major public facilities; meeting federal standards and codes; addressing sustainable design goals of construction waste management, energy efficiency, and environmental responsibility; managing work in occupied buildings; and integrating new design into existing systems and infrastructure. (4) LEAD DESIGNER PORTFOLIO (25%): Submit a portfolio representative of the Lead Designer?s ability to provide design excellence. Address his or her participation in each project. If a single designer, submit an illustrated portfolio of up to three projects completed in the last ten years (maximum of five pages per project). If the Lead Designer is a team, submit graphics and a description of up to two projects from each Lead Designer or Lead Design discipline. The narrative shall address the design philosophy with salient features for each project and discuss how the client?s program, functional, image, mission, economic, schedule, and operations and maintenance objectives were satisfied by the overall design/planning solution. Include tangible evidence such as certificates, awards, peer recognition, etc., demonstrating design excellence. Where there is duplication with criteria (1) Past Performance on Design, the Lead Designer shall address his or her participation in the project. Stage II The short-listed firms will be notified no later than October 11, 2006 and asked to submit more detailed information indicating each member of the design team, including all outside consultants and their security clearance information. Sufficient time will be provided for the Lead Designer-A/E Design Firm to establish its team. The firms will be required to complete Standard Form 330 Architect Engineer Qualifications Parts I and II that reflect the entire design team. The Government will establish the detailed evaluation criteria and the date that these submittals are due and provide the selection criteria for the interviews along with the Stage I shortlist announcement. The Board will interview each team. The interviews will be conducted November 7th or 8th in either Denver, CO or Washington, DC. Candidates should be prepared to discuss all aspects of the criteria indicated above and evaluation criteria as established for Stage II, and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the Lead Designer-A/E Team?s understanding of the unique aspects of the project, their design philosophy, project management process, and quality assurance plan. Responses to the evaluation criteria and interview questions will be used to rank the shortlisted Lead Designer-A/E Teams. IMPORTANT INFORMATION FOR STAGE I SUBMITTALS Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting Standard Form 330 Architect Engineer Qualifications Part II, which must not be dated more than twelve (12) months before the date of this synopsis along with letter of interest and the portfolio TO: Contracting Officer: Jason Gerloff Delivery Address: GSA/PBS/OPD/8PF Denver Federal Center Building 41, Room 275 Denver, CO 80225 Phone number: (303) 236-8000 x2279 ALL SUBMISSIONS ARE DUE by 12:00PM local time on October 3, 2006. A total of 6 (six) copies should be submitted. The following information must be on the outside of the sealed envelope 1) Solicitation Number/Title, 2) Due Date, 3) Closing Time (12:00PM local time). Late responses are subject to FAR 52.214-7. A separate sealed envelope is required for the security clearances. This procurement is open to small and large business concerns. In accordance with 15 USC 631 Et. Seq., the A-E will be required to provide the maximum practical opportunities to small, small woman-owned, small minority-owned, small HUBZone, small veteran-owned, and small service disabled veteran-owned businesses. The use of subcontractors/consultants shown in the Standard Form 330 Architect Engineer Qualifications Part II will be reflected in a Subcontracting Plan which will be included in the contract. Each individual firm will determine the minimum acceptable subcontracting target goals for this project. A small business criterion for each category is based on the contractor?s average annual receipts for the proceeding three fiscal years. Contact your local SBA office for further information. Firms seeking consideration for this contract shall demonstrate a proactive effort to achieve the highest subcontracting goals possible for small, small woman-owned, small minority-owned, small HUBZone, small veteran-owned, and small service disabled veteran-owned businesses. Firms advancing to Stage II must also provide a brief written narrative of outreach efforts made to utilize small, disadvantaged, HUBZone and women-owned businesses. The narrative shall not exceed one written page. An acceptable subcontracting plan must be reviewed and approved by SBA prior to award of this contract. Small businesses are not subject to this requirement Contract will be procured under the Brooks A/E Act and FAR Part 36. The government will not allow payment for travel, living expense, computer time or hookups for the prime or the consultants during the selection process. This is not a Request for Proposals.
