- NASA/JSC has a requirement for Field Emission Scanning Electron Microscope (SEM) Service Maintenance Agreement for the following equipment: (1) Photomultiplier Power Supply; (2) Video Amplifier 2-Units; (3) Transmitted Electron System; (4) RS-232 Communication Interface; (5) N2 Gas Leak Port For Type II; (6) S-4800-II FESEM. NASA/JSC intends to purchase the preventative service agreement from Hitachi High Technologies America, Inc. The SEM is a Hitachi S-4800-II FESEM Instrument manufactured by Hitachi Technologies America, Inc and purchased by NASA Johnson Space Center in July 2004, and has been serviced by Hitachi since the purchase of Electron Microscope. The scanning electron microscope is a sophisticated high-vacuum electron-optical instrument. The instrument is essential in performing failure analyses in support of many JSC offices and programs. Hitachi Technologies America, Inc. has unique knowledge and capabilities in regard to this instrument. Proper maintenance and rapid troubleshooting requires a familiarity with the characteristics of the subject instrument. Troubleshooting often requires comparing voltages and waveforms of a working instrument with a malfunctioning instrument or actual exchange of modules and components. Only Hitachi has the responsibility for and an established organization for providing such servicing of this instrument. This organization includes trained service engineers, spare parts inventory, maintenance manuals, access to other working instruments, and years of experience with the instrument. The basic period of performance is for one year and four additional annual renewals are anticipated. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 8, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
