- This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The government will not pay for any sure request. Solicitation Number 3318-06-1989 and the solicitation are issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11. All interested parties are invited to submit a quotation for the following requirement: A. One (1) High-Volume Scanner Specifications Capable of Communicating through Ultra - Wide SCSI Adapter. 1) The scanner must be compatible with current existing custom developed software. The application software interfaces directly with the scanner through ISIS driver calls and the scanner should be transparent to the application. If any additional custom coding is required it would force us to write and maintain multiple versions of all of the workloads that we run now and in the future. 2) The scanner should minimally be rated as being capable of a sustained volume greater than 40,000 pages per eight-hour shift feeding new 20 lb., 21.6 x 28.0 cm (8.5 x 11 in.) landscape oriented paper and not be limited by a daily duty cycle. 3) The scanner should minimally be rated as being capable of scanning 150 pages per minute (ppm) feeding new 20 lb., 21.6 x 28.0 cm (8.5 x 11 in.) landscape oriented paper. 4) The scanner must minimally be rated as being capable of bitonal scanning at 200 to 400 dpi resolution and color scanning at 100 to 300 dpi resolutions. 5) The scanner should minimally be rated as having the ability to handle intermixed batches of paper varying in size from 2.5 to 30 in. long and 2.5 to 12 in. wide as well as varying weights from 12 lb. bond to 110 lb. card stock. 6) The scanner must have the ability to detect multi fed documents without false detection caused by post ? it notes, labels and varying form thickness. 7) The scanner must have a high-capacity automatic feeder with a minimum 500 sheet (20 lb. bond paper) input elevator and output hopper. 8) The scanner must minimally have the ability to print a 12 position endorser/sequence number on each document fed. 9) The scanner must minimally have the capability to do at least the following enhancements to the images that are being scanned in real time which should be selectable and modifiable via ISIS and TWAIN drivers: A. For Bitonal Images, .*Skew correction, *Auto-cropping, *Text enhancement, *Halftone removal, *Electronic color drop-out and *Brightness and Contrast control. B. For Color Images, *Skew correction, *Auto-cropping and *Brightness and Contrast control. 10) The scanner must have a Printer capable of printing in Vertical or Horizontal orientation that can print date, image number, time, page count and custom messages. The placement of this information must be easily selectable across the entire width and length of the document. 11) All print information should be placed in a document header record and all controls and functions should be accessible via ISIS and TWAIN drivers. 12) The scanner should be capable of generating image tracking information and reporting this information via ISIS and TWAIN drivers. 13) The scanner must minimally conform to the following electrical and environmental requirements: *100-127 VAC, 6.5A, 50/60 Hz, *200-240 VAC, 3.5A, 50/60 Hz, *15-35 C (59 to 95 F) and *15 to 76 % relative humidity. 14) The scanner must be ready for scanning at best image quality within 20 mins. of turning power on. This requirement is due to our need to process high volumes of work in the shortest amount of time possible. If we figure a 24 hour per day schedule there are 3 lunch breaks per day and if the scanner took 20 minutes to warm up after each lunch that would total 1 hour of non-productive time added to the lunch breaks. If the time to warm up is extended it would not be long before a significant amount of time is non-productive which could adversely impact the entire scanning operation. 15) The scanner must be a stand alone, movable unit not requiring a desk or table. 16) The scanner should not require the addition of any hardware pieces to handle larger paper sizes that could possibly be lost or damaged. B. One (1) Year Warranty/Maintenance 24x7 with 4 hour response time onsite. C. Specific Comsumables: To be determined after award has been Made. These comsumables include items such as, cleaning sheets, ink cartridges, lamps, picks, rollers, cleaning pads, stacide wipes, etc. PROVISIONS/CLAUSES: The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items (JAN 2006). FAR 52.212-2, Evaluation - Commercial Items (tailored) (JAN 1999). Paragraph (a) is tailored as follows: the Government will award an order resulting from this request for quotation to the Vendors whose quote represents the best value to the Government. FAR 52.212-3, Offerors Representations and Certifications ? Commercial Items (JAN 2006). Quoters must complete the annual representations and certifications electronically via the ORCA website at http://orca.bpn.gov. FAR 52.212-4, Contract Terms and Conditions Commercial Items (Sept. 2005). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2006).
