Description
A Mechanical contractor to provide all labor, materials, supplies, and supervision required to remove and replace existing Air handlers and Boilers in GH Mahon Federal Building in Lubbock, Texas. The EMC system should be upgraded and new equipment connected to system for control. Space from that is being serviced by AHU/Boilers should have temporary air/heating to maintain space at acceptable conditions. Fire sprinkler system and mechanical should be upgraded to bring system up to code. The NAICS Code is 238220, with size standard of $12M. The performance period is 300 calendar days from Notice to Proceed. The solicitation documents will be available on or about August 14, 2006, and proposals will be due on or about September 14, 2006. THIS IS A FULL AND OPEN COMPETION. A pre-proposal conference will be held on or about August 29, 2006; the exact date, time, and location will be stated in the forthcoming solicitation documents. To obtain a CD of the drawings, you must first complete and submit a Sensitive But Unclassified (SBU) Document Security form to the Contracting Officer. The form will be available with the solicitation documents on or about August 14, 2006. The estimated cost range for the project is $720,000.00 - $920,000.00. All large businesses submitting a proposal for this project must also submit a subcontracting plan. This project will be procured using informal source selection procedures, which will result in a firm, fixed-price award to the Offeror who provides the best value to the Government, with both technical ability and price evaluated. The source selection technical evaluation factors are listed in order of importance, as follows: Experience and Past Performance of Firm, and Proposed Minimal Impact Plan and Schedule. The Government may make an award without discussions; therefore, Offerors are requested to submit initial proposals to the Government on the most favorable terms from a technical and price standpoint. Effective October 1, 2003, all government contractors must be registered in the Central Contract Registration (CCR) database prior to receiving an award; the site may be accessed at www.ccr.gov. In addition, effective January 1, 2005, the Federal Acquisition Regulation (FAR) requires the use of the Online Representations and Certifications Application (ORCA) in Federal solicitations as a part of the proposal submission process. ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the FAR-required representations and certifications previously found in solicitations. With ORCA, you will have the capability to enter and maintain your representation and certification information, at your convenience (but at least annually to keep it in an active status), via the Internet at http://orca.bpn.gov. To register in ORCA, you will need to have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN), which is available from your CCR Point of Contact and will be identified in the CCR record. Your DUNS number (contact Dun & Bradstreet at 1-800-333-0505 if you do not have a DUN’s number) and MPIN act as your company ID and Password into ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring this website for any amendments to the solicitation.
