- Description
- The U.S. Agency for International Development (USAID) anticipates award of a contract to support the operations of multiple line offices within the Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA). The contract will provide support to the Office of Foreign Disaster Assistance (OFDA) and the Office of Transition Initiatives (OTI), and may also provide support to other DCHA line offices within the primary service areas listed below as specified in the solicitation. OFDA is responsible for providing non-food humanitarian assistance in response to international crises and disasters. OFDA’s mission is to save lives, alleviate human suffering, and mitigate the economic impact of disasters. OTI provides fast, flexible, short-term assistance to take advantage of windows of opportunity to build democracy and peace. It lays the foundations for long-term development by promoting reconciliation, jumpstarting economies and helping stable democracy take hold. Other DCHA line offices are responsible for food aid and food security, conflict management, democracy and governance, private voluntary cooperation and civilian/military affairs. This contract will provide services in six primary areas: 1) assistance in the negotiation and administration of grants, cooperative agreements, and interagency agreements; 2) assistance in recruitment, negotiation, award, and administration of personal service contracts; 3) procurement of short-term services and equipment related to international humanitarian assistance; 4) administrative support of Washington offices; 5) information support services; 6) staff training and support for capacity-building activities. USAID anticipates awarding one (1) contract as a result of this solicitation. USAID estimates that the cost of this contract will be approximately $40,000,000 over five (5) years. The NAICS Code for this procurement is 541611. The solicitation will be posted on the FEDBIZOPPS web page (i.e., www.fedbizopps.gov) not less than fifteen (15) days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, and no walk-ins will be allowed.
