Description
The U.S. Department of Commerce, National Weather Service (NWS), Weather Forecast Office (WFO), located at 1803 North 7 Highway, Pleasant Hill, MO plans to acquire a contractor capable of removal and replacement of flat roof on older section of the WFO, including replacement of all flashing and caps, and sealing all brick above the roof line. The estimated size of this project is between $25000.00 and $100000.00. DESCRIPTION: The Contractor shall provide all tools and equipment, materials, and supervision for the removal of the old roof and installation of a new EPDM roof (approx. 9500 sq. ft.) for the WFO located in Pleasant Hill, MO. Contractor shall: 1. Conduct an infrared or nuclear scan to identify any areas of wet insulation. 2. Remove the existing roofing down to the existing ISO insulation. 3. Meet with a NWS representative to discuss square-footage of sub-standard ISO insulation to be removed. Written approval must be given by the Contracting Officer to continue. (The additional cost of replacing the ISO insulation will be in the bid package, per square foot.) 4. Remove and replace all sub-standard ISO insulation. 5. Remove all existing pitch pans which do not meet the design specifications of the new roof system. 6. Remove and store all sheet metal coping for re-installation. 7. Remove all debris from the site and dispose of properly and in accordance with all Federal, State, and local regulations. 8. Furnish and install one layer of ½” high density fiberboard insulation (R-value = 1.3 or greater). a. Fiberboard shall be installed in a staggered manner. b. All gaps will be less than ¼”. Larger gaps will be filled with insulating material. c. This layer shall be attached to the prepared substrate using industry approved plates (min. 3”) and fasteners. 9. Furnish and install a non-reinforced, EPDM roofing membrane (min. 60 mil). a. Ballasted systems shall not be used. b. Sufficient time shall be allowed for the prepared membrane to “relax” before final installation. (min. 30 minutes) c. The EPDM membrane shall be attached to the high density fiberboard insulation using an industry standard bonding adhesive. (The fiberboard surface shall be cleaned and prepared before the installation of the membrane) d. The membrane shall overlap no less than 4 inches. The overlapped area shall be treated with a primer wash and sealed with a butyl-based seam tape. e. The base of all parapet walls shall have a laminated reinforcement strip. (min. 4” wide) Attachment shall be done by means of a 1” wide polymer batten bar or 2 3/8” round seam plates that are mechanically fastened at a maximum of 6” on center. (See note 1) f. Re-install the existing sheet metal coping. 10. Install walk pads from the roof scuttle to and around the roof tops units and to the stairs leading to the East Roof section. 11. Install walk pads under all satellite dishes. (Note: Terms of the SOW #2) 12. Install walk pads around all HVAC equipment as necessary. ADDITIONAL REQUIREMENTS: Contractor shall: 1. Furnish and install prefabricated rubber pipe boots on all pipe protrusions (6” or less). A. These boots shall be sealed and secured at the tip with a stainless steel screw type clamp. B. These boots shall be attached at the bottom with an adhesive to the roof membrane. 2. Furnish and install EPDM uncured flashing (min. 60 mil) in either a wrap or box method for all other protrusions. These will have overlapped pieces rolled in place to insure proper adhesion. 3. Where pitch pans (or Chem curbs) are used, the contractor shall furnish and install new pitch pans (Chem curbs). Mechanically attached to the metal deck and install new pourable sealant in a manner that promotes water runoff. 4. Furnish and install retro-fit drain inserts with new clamping rings and debris baskets into existing drain leaders. (See note 2) Furnish and install a water-block mastic sealant to all existing drains. 5. Furnish and install new pressure treated wood supports and protection padding under conduit lines, gas lines, and all free standing equipment where necessary. 6. Furnish and install redundant uncured flashing at all transition points. (i.e., corners and points where vertical surfaces meet with horizontal surfaces) 7. Re-install any lightning protection air terminals or other system components removed for convenience. (See note 3) 8. Run roof membrane up the brick surface, seal and bond with industry standard components. 9. Furnish and install a clear brick sealant on all brick above and attached to the roof. Terms of the Description and Additional Requirements: 1. The contractor shall be licensed, insured and bonded. The contractor may be required to provide a copy of the license and proof of insurance and bonding. 2. The contractor, if remotely located, shall designate a representative local to the contract site, with contact numbers, for the NWS POC to communicate with about the quality or work, progress, and technical details of the project. Neither the local representative nor the NWS POC has the authority to modify the contract in any manner which might affect the cost thereof. 3. The contractor will be responsible for the scheduling and coordination of work on the site. This will include any required outages. In the event severe weather occurs within the warning area of the work site, all work being performed by the contractor may be halted by the local Meteorologist in Charge (MIC). Work stoppage due to severe weather in the warning area is not negotiable and all work will stop immediately. 4. The contractor will not commence work until they have been provided with a “Notice to Proceed” (NTP) from the Contracting Officer. The award and issuance of a purchase order is not a NTP with this contract work. Prior to issuance of a NTP the contractor shall submit for approval a project schedule showing the date when on-site work will be gin, hours work will be performed, and date when work will be completed. Unless otherwise approved the contractor shall schedule all work Monday through Friday with eight (8) work hour days between the hours of 7:00 a.m. and 5:00 p.m. Longer work days and work on Saturday may be approved; however, no work will be performed on Sundays or Federal Holidays. The NWS POC and the Contracting Officer shall be notified when changes in the project schedule are requested along with the reason. 5. The duration of this project shall 90 days from time of award to completion of project. 6. The contractor is responsible for the protection of the outside of the building where products may be lifted. 7. Debris may not be dropped or piled on the grass area or the concrete parking area. 8. The contractor shall provide appropriate flagging, safety barricades, signs and/or lighted signals to comply with all OSHA Safety and Health regulations. 9. The contractor shall provide Material Safety Data Sheets (MSDS) for all chemical products prior to them being brought on site. These products include, but are not limited to: solvents, cleaners, paints, pesticides, herbicides, refrigerants and lubricants. The Contractor shall comply with the following: A. All products shall be kept in the original container(s) with legible label(s). B. If the product is placed in a smaller container for use, the smaller container shall be marked legibly stating the product it contains. C. There shall not be any chemical products mixed together unless intended by the chemical manufacture. 10. The Contractor shall be responsible for removal and disposal of all unused materials and placed equipment. All disposals shall conform with Federal, State, and local environmental regulations. 11. All materials shall be new (not used). 12. The Contractor shall provide all tools and equipment necessary to complete the work. 13. The satellite dishes must be shut down before they can be moved to accommodate the roof replacement. This down time needs to be minimized and coordinated with all local responsible parties (i.e. MIC and Contracting Officer). 14. The Contractor is responsible for the clean-up and remediation of any chemical/compound spills. 15. The Government reserves the right to inspect for quality control at any point during the construction process. 16. The Government assumes no responsibility for the division of work to be accomplished by subcontractors. The prime contractor shall be the solely responsible party to the Government for meeting the terms of the awarded purchase order. 17. The Contractor shall apply for and receive all permits required. 18. The Contractor shall comply with Federal, State, and Local codes and regulations and shall pass all needed inspections. 19. The Contractor shall offer a 20 year warranty for product defects and improper installation. 20. The Contractor shall provide any additional warranty offered by the product manufacturer. Notes: 1. HVAC penetrations shall be treated in the same manner as a parapet wall. 2. Any internal plumbing work to connect drain inserts or to make corrections will be performed at the Government’s expense. 3. Representatives from the NWS may help in proper placement and installation procedures of systems independent of the roof. Any changes made to existing systems will be separate from this project and completed at the Government’s expense.
