- Clarifications to issues submitted in reference to W74V8H-06-R-0072 Q1) On Page 3: With the exception of the CLINS delineating the contractor manpower reporting requirements, this solicitation is for a no-cost to the Government contract and line items are for information purposes only and are not priced. B.1 states The contract/s will be Firm Fixed Price& What does this mean if the contract is no cost to the Government? A1) The solicitaiton is for a no-cost to the Government. However, the Contractor Manpower Reporting will be at a Firm Fixed Price. Q2) Page 45 instructs us as follows: Price submissions shall be under separate cover. What should the price submission cover if the contract is no cost to the Government? A2) Manpower Reporting. Q3) Page 44: Technical Capability states This section shall not to exceed 25 pages. Later, the same paragraph states: Note: this document is not included in the page count limitation. Can you please let us know what document is referred to in the latter sentence? A3) The sentence prior to the paragraph you refer to states that the reference is to a detailed methodology for the transition of work&. Q4) Past Performance Questionnaire ,page 49,: Only Part I is included. Is there another part or more pages we are supposed to provide to our customers? A4) No. There is only one Part. The solicitation is 49 pages total. Q5) In PWS Section 1.6.15 ,Page 14,: Is the contractor manpower reporting required at the time of proposal or during the contract, if awarded? A5) See the continuation of 1.6.15 on page 15. The instructions are delineated there in the last paragraph. Q6) The synopsis posted on the FBO site states: The proposals are to be submitted in word format not exceeding a total of 30 pages. In the RFP, Page 44 states several page limits: a) Under Technical Capability: This section shall not to exceed 25 pages. Does this 25 page limit apply to just the Technical Capability section? AQ6a) Yes. Q6b) If the the answer to a is no: Does the 25 page limit apply to the combination of Technical Capability, Management and Personnel Qualifications, and Past Performance? AQ6b) See 1a above. c) The end of the Technical Capability section states This document is not included in the page count limitation but will be evaluated. Must this document fit within the total 30 pages mentioned in the synopsis? AQ6c) No. It is stated, &This document is not included in the page count limitation.... Thus this document will be additional pages aside from the total proposal. Q7) Page 15 includes the sentence As part of this submission, the contractor will provide the estimated total cost, if any, incurred to comply with this reporting requirement. Does this sentence mean we must provide this estimate in the proposal? A7) Yes. Q8) Thought not stated as such, would the Army prefer to have interoperability between installations for the systems used on the Rapid Access program? Reason: If accomplished, a vendor who works multiple installations would be registered for all. A8) This is a contractors choice at the moment. Since the selected installations are quite a distance apart, it is unlikely that a vendor registered at one installation would travel to another installation. However, in the future if all installations ch ose to adapt, having vendors register at multiple installation may be more advantageous. As stated in the PWS the installation commander at each installation has the right to accept or reject a particular vendor. Q9) Is there a frequency authorization person for each installation who issues permits for and assigns frequencies? Any restrictions could influence what RFID equipment is used. A9) There is a Director of Information Management DOIM at each installation, and the contractor will be required to coordinate with the DOIM. However, frequencies are not set by the Army per say , but rather the Federal Communications Agency. Q10) Is it possible to gain approval for an additional week to submit proposals? A10) The proposal submission date will not be extended and will remain 07 Sept 06. -NOTHING FOLLOWS- NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (29-AUG-2006); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
