Description
This modification changes the major subcontractor from Lucent Technologies to SAIC. The Defense Information Systems Agency (DISA), Procurement and Logistics Directorate (PLD), Falls Church, VA has a requirement for procurement of ongoing systems engineering, software development, testing, security, deployment, and sustainment of the DISA Network Common Operational Picture (NETCOP) system. The Government intends to negotiate on a sole source basis, a firm-fixed-price contract with Houston Associates, Inc., under FAR 6.302-1. Houston Associates, Inc. and its major subcontractor, SAIC, conducted thorough trials of solutions from 7 different software vendors for a product that would provide a fast correlation engine and customizable rule sets to operate seamlessly within DISA?s complex, multi-vendor environment. During these trials, the product offered by Lucent, VitalSuite? Integrated Service Assurance (ISA) was selected for its network-centric management approach, innovative correlation engine, and its easy rules creation. As such, Houston Associates Inc. is the sole responsible contractor for integration of the NETCOP system, based on Lucent service assurance software. The Lucent product has been customized to monitor and manage network operations across DISA?s regional NetOps Management Centers. Houston Associates Inc. is in a unique position to provide continued critical engineering, operation, management, and maintenance of DISA?s mission critical, high-performance communication networks. The period of performance shall not exceed one (1) year. This notice of intent is not a request for competitive proposals; however interested parties may submit a capability statement. The Government, for purposes of determining whether to initiate a competitive procurement, will consider all capability statements received in response to this notice. The Government reserves the right to process this requirement on a sole source basis based on the responses received.
