Description

The USDA, Agricultural Research Service, Northern Plains Agricultural Research Laboratory, Sidney, Montana, requires a Maintenance Agreement for one Government-owned Zeiss LSM 410 Confocal Laser Scanning Microscope for one base year and four option years. Agreement shall include two preventative maintenance inspections per year for maintaining proper alignment, peak performance of the lasers and microscope system, including labor, and all travel costs; replacement parts excluding consumable items; qualified field service engineer who will conduct maintenance inspections and provide emergency service; and scheduled emergency performed on-site within five working days of being contacted. Service coverage shall include microscope electronics, scanning stage, motor control unit, host computer and related board assemblies, keyboard, monitors, air table, optic fiber, all photomultiplier tubes, internal lasers and power supplies, halogen and mercury lamp housing assemblies and power laser. Service shall also include troubleshooting and reinstating external laser. Service shall be conducted Monday through Friday only between the hours of 8:00 a.m. and 5:00 p.m., excluding Federal holidays, unless otherwise scheduled. The acquisition is being conducted on a Commercial Items Best Value basis. Evaluation criteria in no order of preference are technical capability, past performance and price. This is a cascade solicitation that is 100% set-aside for small business (less than $6.5 million average annual gross receipts for last three years). In the event no reasonable offers are received from responsible small businesses, then offers from large businesses will be considered.
