- I. General Requirements Subcontractor shall provide a qualified facilitator for direct support services to the Contractor on an as-needed basis, as identified by the Contractor. Once a Subcontractor has been identified as qualified by the Contractor, the Contractor's Authorized Procurement Representative (APR) will authorize in writing the start of work prior to commencement of any work activities by the Subcontractor. The offeror must be a certified professional facilitator. II. Technical Requirements Subcontractor shall provide required support relative to the U.S. Department of Energy, Nevada Site Office Environmental Management (EM) Program requiring professional facilitation and strategic communication services to support both its internal and external communication needs. It is essential that services be provided by a firm with specific background and experience in the Department of Energy's stakeholder involvement program, as well as one who can provide focused expertise to its project managers in the areas of high-level strategic planning, speaker coaching, and media training. Specific activities include: Community Advisory Board (CAB) Liaison Support and conduct all CAB meetings and retreats, committee initiatives, work plan development Develop quarterly electronic newsletter Develop biennial report Interact with administrative support contractor Support preparation of DOE briefings to CAB Develop CAB letters, briefings, brochures Design and facilitate CAB meetings Coordinate and respond to CAB inquiries and information requests by conducting research; prepare and track responses; develop informational materials to support ongoing activities Coordinate/plan recruitment activities, per national Site Specific Advisory Board (SSAB) guidance Serve as liaison for SSAB initiatives (national meetings, monthly DOE-HQ conference calls, data calls, etc.) Provide coordination and facilitation for the National SSAB Chairs Conference in Las Vegas, NV Provide Facilitation Services Design and facilitate DOE EM meetings, retreats, workshops Design and facilitate all CAB meetings Design and facilitate a National DOE EM public meeting in Colorado 2-day facilitator training for 20 contractor employees Provide Strategic Communication - consists of the following: Speaker coaching Media training Strategic planning to DOE EM project managers related to high level briefings, interactions with stakeholders (CAB, public, regulators) III. Subcontracting The Subcontractor shall not subcontract any portion of the work to lower-tier subcontractors. IV. Contractor-Furnished Equipment The Contractor shall provide Subcontractor with a working environment and appropriate supplies to facilitate work. These items may include, but are not limited to, office supplies, computer, computer software, desk, chairs, filing cabinets and any other item determined necessary by the contractor for successful completion of the assigned work. The Subcontract will be based on an hourly rate to include reimbursable travel in accordance with the Federal Travel Regulations. V. Supplier Performance Evaluation Criteria Subcontractor's performance shall be evaluated on the basis of the Subcontractor's compliance to applicable Contractor procedures, and technical verification of the quality of work produced by the Subcontractor. VI. Acceptance Method The Subcontractor's work shall be reviewed, rejected or accepted through technical verification of work produced by the Contractor's responsible manager, or through the Contractor's audit or surveillance of work performed.
