- National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Mental Health (NIMH) intends to solicit, negotiate and award a purchase order on a noncompetitive basis to the Institute of Child Health (ICH) at the University College, London. The requirement is to study the differential roles of declarative and procedural memory in the acquisition of speech and language in patients with very early damage either to the hippocampal system in the medial temporal lobe or to the neostriatal system in the frontal lobe. The research will involve the application of neuropsychological, magnetic resonance, and electrophysiological techniques. The contractor will perform neuropsychological evaluations using both standardized as well as specially designed tests of auditory perception, auditory memory, and speech and language, neuropathological evaluations with quantitative structural magnetic resonance techniques, and neurophysiological evaluations with both functional magnetic resonance imaging and electrophysiological (event-related) techniques. The period of performance is for one year with an anticipated award date of September 30, 2006. The ICH has access to the appropriate patient populations. This requirement is the continuation of collaboration between the NIMH and the ICH where investigators have reported on two different neurodevelopmental disorders. Delays would occur if new investigators were to be sought and the establishment of the patient population. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
