Description
The National Institutes of Health (NIH), Office of the Director has a requirement for the review, assessment, and determination if the methodology in the draft report entitled ?NIH Information Technology Acquisition and Assessment Center (NITAAC) Future Assessment? is valid. To the best of the Government?s knowledge, the National Academy of Public Administration (NAPA), 1100 New York Avenue Suite 1090E, Washington, DC 20005 is the only source that has the unique capability of performing the services. The contractor is required to review a draft report on the value NITAAC program to NIH and NITAAC?s use of Governmentwide Acquisition Contracts and determine its validity and submit a final report within five months of the award. A sole source is warranted due to the subject matter and nature of the requirement, which requires knowledge of the NITAAC Program and its operations, NAPA, as an independent nonpartisan organization chartered by Congress (Public Law 98-257A) to assist and respond to specifice requests from public agencies, possesses strategic program assessment expertise along with the requisite knowledge of the NITAAC Program. Further, due to NAPA?s involvement with restructuring activitiesat NIH, NAPA can provide the high-level objective and independent assessment for a de- termination regarding the validity of the employed methodology with respect to the report regarding the future of the NITAAC Program. This acquisition is less than the simplified acquisition threshold. This is not a request for competitive quotations. Interested vendors should identify in writing their interest and capability statement requisite knowledge of the NITAAC Program, ability to perform independent assessments and determine the validity of employed methodologies regarding the future of a Government program which proves that they have the ablity to perform the work to the Contracting Officer within 10 days after the publication date of this synopsis. All responses received prior to the due date above will be considered by the Government. A determination by the Government not to compete this proposed acquisition will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. It is anti- cipated that the Request for Quotation (RFQ) will be available fifteen days after the publication of this synopsis. Quotes will be due 10 days after the release of the RFQ.
