Description
Notice of Intent: The Department of Homeland Security, United States Coast Guard (USCG) and Office of Contract Support (G-ACS-1) intends to award a sole source, firm fixed price contract to Haverstick Government Solutions, Inc., 2900 Presidential Drive, Suite 260, Fairborn, Ohio 45324-6224. The USCG requirement is for technical and administrative support services e-mentoring program/application that is in use through the USCG. This requirement is determined to be available from only one source because of the unique features, proof of concept demonstrataion, (customization) and proprietary nature. The USCG is unaware of any other source that can provide the required customized program/application. SYNOPSIS AND SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6 as supplemented with additional information included in this notice. This constitutes the only solicitation, a written solicitation will not be issued. The Solicitation # is HSCG23-06-R-PTW026, a request for quotation (RFQ). The solicitation incorporataes provision and clauses that are in effect through Federal Acquisition Circular 05-04. NAIC code is 923110. Period of Performance for this contract is from the date of award through 31 August 2008 for the base year and (3) consecutive one year option periods. The Contractor shall provide technical and administrative support services for the USCG Office of Leadership and Professional Development. Specifically the contractor shall assist in licensing, hosting, management and administrative and technical support of a scalable web-based mentoring training and development program/application for not more thatn 5,000 USCG members during the base yeara with the ability to add additional users in option years and to upgrade to additional services. The program/application needs to be scalable to allow expansion to the entire USCG workforce at some future date if desired. The following FAR provisions apply: FAR 52.212-1 Instructions to Offerors-Commercial Items: FAR 52.212-4 Contract Terms and Conditions Comercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Order-Commercial Items. Section 508 of the Rehabilitation Act 29 U.S.C 794D. Responses shall include relevant thoroughly documented pricing and service information. Notice TO OFFERORS - to further this policy the Commandant has creataed the position of Solicitation Ombudsman who is empowered to investigate issues raised by prospective offers and resolve them, where possible without expensive and time-consuming litigation. Potential offerors who believe that a USCG solicitation is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer.
