- PERFORMANCE DECISION. In accordance with Attachment B, Section B.2 of Office of Management and Budget Circular A-76 (Revised May 29, 2003), this public announcement provides official notice that the Wage and Hour Division, within the Employment Standards Administration of the U.S. Department of Labor (DOL) has completed a streamlined competition with Most Efficient Organization (MEO) study of the National Certification Program functional area performed by personnel located in Atlanta GA, Chicago IL, and San Francisco CA. Personnel involved in the functional area provide, develop or support work that includes clerical, administrative, data entry, mail handling, customer service and other program support activities related to the certification processes required by the Wage and Hour Division under the following legislation/regulations: 1) Farm Labor (MSPA Title I CFR 29 Chapter V Part 500); 2) Workers with Disabilities [FLSA Section 14(c) CFR 29 Chapter V Part 525]; 3) Full Time Students [FLSA Section 14(b) CFR 29 Chapter V Part 519]; 4) Homeworker [FLSA Section 11(a) CFR 29 Chapter V Part 530]; and 5) Student Learner [Section 14(d) CFR 29 Chapter V Part 520]. This competition was publicly announced on March 30, 2006, and was approved for a 90 calendar day time limit waiver by DOL?s Competitive Sourcing Official on February 8, 2006. On August 1, 2006 the Streamlined Competition Form (SLCF) was certified by the Agency Tender Official, the Agency Certifying Official, and the Contracting Officer. As a result of the study, the performance decision was to retain in-house performance and implement the MEO.
