Description

This Design-Build (DB) procurement for the 80-Bed Acute Psychiatric Facility, Project 640-413, Palo Alto Health Care System, Palo Alto, CA includes all labor, materials, tools and equipment necessary for the design and construction of a single story complex of approximately 76,000 sf. The floor plan consist of 4 ? 20 bed in-patient care units with several nurse stations, staff offices, utility support area, dining areas, site utilities, landscaping, an administrative and research wing, loading dock, and food prep area. All the wings are connected with an exterior covered walkway and arranged around a central open courtyard. Construction is slab-on-grade, light gage metal framing with braced seismic frames, cement plaster exterior, metal framed roof with steel decking and built-up membrane roofing. Other work includes asbestos abatement, hazardous materials abatement, and demolition work. Cost Range: Between $20,000,000 and $50,000,000. This Project is being delivered under the (bridging method) of project procurement wherein the VA?s Consultant, The Design Partnership, has prepared a Request for Proposal (RFP) which consists of design development drawings and specifications and will be the basis for the DB Proposals from qualified DB Contractor Teams. The DB Contractor is responsible for hiring an Architect to be known as the (AE of Record) to participate with his team in preparing his DB Proposal. The Offerors shall furnish, obtain any and all necessary licenses and/or permits required to perform this work in the state of California. This is a Federal project and will NOT require OSHPD approvals and inspections. The NAICS Code for this procurement is 236220 with a Small Business Size Standard of $31.0 million. This Solicitation is an UNRESTRICTED acquisition which will require a Subcontracting Plan from Large Business Offerors. The Subcontracting Plan Goals are: 35% Small Business, 10% Small Disadvantaged Business (includes 8(a)), 2% Service Disable Veteran-Owned Small Business, 5% Woman Owned Small Business, 3% Hub Zone, and 7% Veteran Owned Small Business. RFP Documents will be available August 18, 2006. When calling, be prepared to state name, address, and solicitation number. All responsible sources may submit an offer, which shall be considered by the Department of Veterans Affairs. Proposal documents are available at a cost of $200.00 per set, refundable upon return to The Design Partnership at the above referenced address. A pre-proposal conference is scheduled for September 7, 2006 at 10:00 AM local time at the VAPAHCS Building No. 6, Room C269, located at 3801 Miranda, Palo Alto, CA 94304. Sealed proposals are due to the Contracting Officer by September 19, 2006, 3:30 PM ET. There will be no public opening. All Offerors must insure that their firms have the ability to provide both 100% Performance and 100% Payment Bonds. The proposals will be evaluated and award made on the basis of Best Value Procurement in accordance with the FAR Part 15. Contract will be awarded SUBJECT TO AVAILABLITY OF FUNDS.
