- The VA Eastern Colorado Healthcare System (ECHS) Medical Center, located at 1055 Clermont Street, Denver, Colorado is soliciting offers on a competitive basis from experienced qualified Service Disabled Veteran Owned small business (SDVOSB) concerns to provide all necessary labor, materials, tools, equipment and services to necessary labor, materials, tools, equipment and services to correct multiple fire and safety deficiencies throughout the Medical Center campus as contemplated by Project No. 554-05-102.  Project work includes demolition, fire sprinklers, repair/modifications to fire rated enclosures including walls and doors, door hardware, signage, exit and egress lighting and other related items.   The estimated construction range is between $250,000 and $500,000. The VA is issuing this Request for Proposal in accordance with FAR Part 15 where technical capabilities and past performance are of greater and/or equal importance than cost and/or price. Selection criteria, in descending order of importance, include: (1) Construction Management, with subfactors (a) Corporate Project Experience, (b) Project Personnel Experience and (c) Technical/Management Approach; (2) Past Performance, with subfactors (a) Past Performance and (b) Client Satisfaction; (3) Cost and/or Price; (4) Schedule; and (5) Small Disadvantaged Business Participation. In accordance with P.L. 108-183, Veterans Benefits Act of 2003, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOB). NAICS Code 238990 is applicable to this acquisition with a Business Size Standard of $12.0 million. Solicitation documents will be available electronically on or about Monday, August 21 2006 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is scheduled for Wednesday, September 6, 2006, 9:00 a.m. (Mountain Time), at the VA ECHS Medical Center, 1055 Clermont Street, Building C, Room 207, Denver, Colorado 80220. Prospective offerors are encouraged to attend this site visit to familiarize themselves with the project, project site and conditions which may effect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to the scheduled site visit. Solicitation number VA-259-06-RP-0030 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested SDVOB firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contracto r Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract.
