Description

The U.S. Army Network Enterprise Technology Command (NETCOM) and 9th Army Signal Command intends to solicit and award a non-personal services contract for local telephone exchange services at Fort Stewart, GA. Solicitation W91RUS-06-R-0013 is for a 12-month base period of performance with four, 12-month option periods. The local exchange services provider, certified by the state of Georgia, shall provide local commercial communications service to Fort Benning, GA. Services shall include, and are no t limited to, local access for commercial subscriber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, off premise extensions, foreign exchange trunks, and number portability. This solicitation is unrestricted; a ll offers from responsible sources will be considered. SIC code 4813; NAICS 517110; FSC S113. The resultant contract will be commercial, fixed-price type contract. Solicitation will be available on or about 18 August 2006. The solicitation can be viewed and downloaded from the Army Single Face to Industry(ASFI) Acquisition Business Website on or about 18 August 2006. It is the responsibility of the interested parties to visit the aforementioned website periodically and to download solicitation. A pre-proposal conference is scheduled for 7 September 2006 at the Fort Stewar t DOIM, building #3, 87 Maynard Road, Fort Stewart, Georgia. The conference will be from 9:00-10:30 (approximately) and will be followed by a site visit from 10:30  12:00 noon. Offerors planning to attend are required to contact the contract specialist and provide names of all attendees (not to exceed three per company) prior to 6 September 2006. Questions received prior to the conference must be received before 30 August 2006. Questions generated as a result of the preproposal conference must be rece ived before 15 September 2006. Written responses to offeror-generated questions will be provided to all Offerors. All interested parties are encouraged to attend the pre-proposal conference. All respondents to this proposed solicitation must be registered in the Central Contractor Registration (CCR), have a valid DUNS number, Cage Code, and Tax Identification Number and the information must be cited on your proposal documents. Sources responding to solicitation W91RUS-06-R-0013 shall ensure all proposal requirements are met and shall include with their proposals Representation and Certifications (FAR Clause 52.212-3). Contractors who are registered in the Business Partner Netwo rk (http://www.bpn.gov) and have an up-to-date Online Representation and Certifications Application (ORCA) in the BPN will not have to complete clause at 52.212-3. A statement affirming the firms updated ORCA information will be accepted. It is incumbe nt upon the offeror to insure that all information contained in the ORCA is up-to-date and complete. Offerors not in the ORCA shall complete FAR clause at 52.212-3 and submit as part of their proposal.
