Description
The US Army War College Department of Distance Education (DDE) has a requirement to provide Course Developer/Administrator Services (First Year Studies). The DDE has the major responsibility of offering the Army War College nonresident program. The s uccessful offeror will be determined to be technically acceptable by virtue of education, recognized stature as an authority on the subject matter, graduation from a Senior Service College that results in a MEL-1 certification and timely expertise in the f ield of study specified. Recent experience should come from assignments or instructional experience in the following areas: Command and Leadership, National Security Policy, National Security Strategy, National Military Strategy, Joint Staff Service, Milit ary planning, Doctrine and Operations and Military History. Additionally, the potential contractor must have expertise in one of the major fields of study within the Army War College Curriculum: National Security Studies, Military Strategy-Theory, Evolutio n and Application, Senior Leadership and Ethics, Theory of War, Theater and above, Operational Art and Campaign Planning, DOD Management and Budget, Methodology for formulating Regional Appraisals and Global Strategy Assessments, Joint Operations/Staff. Th e Government is seeking to award this contract with one base year and three one year option periods. The period of performance will be from contract award through August 2010 (if all option periods are exercised). The contract will be awarded to the offero r who is determined to be technically acceptable who proposes the lowest cost (LPTA-Lowest Price Technically Acceptable). Specifics on the evaluation method and proposal format will be included in the solicitation. This acquisition is unrestricted. The NAI CS code is 611710, the size standard is $6.5M. The anticipated issue date of the solicitation is 14 August, 2006.
