Description

The project consists of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction of Project JLWS032020 & JLWS19056 entitled Add and Repair to the Security Forc es Facility which includes a mobility storage/ warehouse, break room, offices, mechanical rooms and storage Addition (aprox 6,500 square feet) and renovation to existing office spaces, lavatories and weapons vault (aprox square footage 3,900) at Delaware Air National Guard, New Castle County Airport, New Castle, Delaware. Project consists of a Steel-framed addition to the existing Security Forcesl Facility with a brick fa?ade and standing seam metal roof and retro fit the same roof system to the existing facility. Addition shall be constructed on a reinforced concrete foundation and slab complete with interior walls aluminum store front door, split face cmu colums steel framed with a brick fa?ade and overhead door. Interior work includes all rooms to be fi nished with drywall, paint, carpet or vct, counter-tops, electrical, mechanical, fire protection, and lighting systems. Site work includes pavements and landscaping. In addition, there are Options. Estimated magnitude of construction is between $1,000,000 and $5,000,000. The total construction performance period is 365 days after receipt of Notice to Proceed. The solicitation issue date is on/about 19 August 2006. Proposal closing date is on 15 Septe mber 2006 at 1:30 p.m. EST. A mandatory site visit shall occur on 25 August 2006 at 9:00 a.m. EST. All questions must be submitted in writing per directions below. The solicitation will be available thirty (30) calendar days from the issue date of the sol icitation. Solicitation will be available from the National Guard posting site for Electronic Business Solicitations, (EBS) on line at http://www.nationalguardcontracting.org/Ebs/Advertisedsolicitations.asp. All requests for the solicitation shall be accom plished through the EBS Website. Interested bidders are required to register on the EBS Website to access and download the solicitation. Furthermore, all interested bidders shall be registered with the Central Contractor Registration (CCR). Registration in formation can be obtained at http://www.ccr.gov/. The solicitation and associated information EXCLUDING the Specifications and Drawings will be available on the EBS Website. All Specifications and Drawings will be available from the Federal Technical Data Solution (FedTeDS) website at https://FedTeds.gov/. Interested bidders shall register on the FedTeDS website to access and download the specifications and drawings associated with the referenced project. The contract will be awarded under Sealed Bid proced ures specified in the solicitation. Award will be made to the lowest responsive, responsible bidder. This project is an UNRESTRICTED ACQUISITION in accordance with the Competitiveness Demonstration Program, however, small businesses, service-disabled veter an-owned small businesses, HUBZone Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZone preference is IAW FAR 19.1307. The North American Industry Classification System (NAICS) Code is 236220 and the size standard for Small Business is an average of $23 million annual receipts for the past 3 years. A small business subcontracting plan will be required if the offer is a large business and must be submitted with offer. The solicitation package, amendments and site visit minutes will be issued via the web only. All questions will be received via email only with responses being posted to the web. A firm fixed price contract will be awarded as a result of this solicitation. All contractors and subcontractors will be required to register for the solicitation prior to trying to download. This registration will also ensure an email notification ensuring all contractors receive all information/amendments etc. However, it is the responsibil ity of the contractor to frequently check the web site for all notices, amendments etc, regarding this solicitation. The government will not be liable or responsible for any email notifications not sent or received by contractors regarding this solicitatio n. Receipt of offers will be approximately 30 calendar days after issuance of the solicitation. All questions regarding this solicitation must be submitted in writing to both MSgt.
