Description
Question & Answer for W912P9-06-R-0724 Upstream Protection Cell Lock & Dam 24, Pike County, Missouri Please note: As of COB, 4 August 2006, no more questions will be accepted for this solicitation. Question 1: Dear Ms. Krems, Specification Section 05120, paragraph 3.1.1 calls for the fabricator of the steel cell structure assembly to be certified under the AISC Quality Certification Program for Conventional Steel Building Structures. The undersigned contractor hereby requests that a fabricator who is not so certified be allowed to perform the steel fabrication on the required cellular assembly. Any fabricator that we utilize would perform the work with welders who are certified per AWS D1.1 and third party testing as required under this contract would be performed. The resulting quality would be every bit as good as that delivered by any AISCcertified fabricator. The materials would be documented with certifications provided in either case. Brennan has fabricated many key weldments for the three Corps of Engineers Districts on the Upper Mississippi River. Uncompromised quality has been delivered every time. Currently our own welders are rebuilding the tainter gates at Lock 24. St. Louis Testing is performing the non-destructive weld testing and has yet to find a compromised weld. Brennan places quality construction and safety above all else. We would never deliver a cell that was not of the very highest quality. The final fabrication of the cell must take place either on a barge or near enough to be transported to a barge for delivery to site. The structure is too large to be transported over land by any means. These logistical conditions severely narrow the field of fabricators even without the AISC factor applied. We have two such fabricators in close proximity to our La Crosse yard; however neither is AISC-certified. Both have produced critical weldments for Corps projects in the past and are more than capable of producing a cell of the highest quality. One of these fabricators was previously AISC Bridge Certified but allowed the certification to expire because it was needed so infrequently that a poor return was realized from the fees required by AISC. AISC markets its certification; however they offer nothing beyond elevated administration-related overhead and the AISC name to a firm that is already highly quality oriented. To sum this up: I feel that with the material documentation and certification; the welder certification and third party testing required, there will be no possible compromise in the quality of the end product as a result of allowing one of our non-AISC certified fabricators participate in this solicitation. Answer 1: Steve, Our engineers looked at your request below and this is their response: The requirement for the fabricator to be certified under the AISC Quality Certification Program for Conventional Steel Building Structures will not be waived. The certification requirement is to ensure that a certified structural steel fabricating facility has the personnel, organization, experience, procedures, knowledge, equipment and commitment to produce fabricated steel of the quality required for this project. Thank you. Question 2: Good afternoon Debbie. I have a question about the Data sheet for Performance survey. I understand they want these filled out for Key Personnel instead of resumes. However, does that mean the Key person would sign it where the subcontractor consent is or just anyone who has authority for that particular company sign it? Thanks, Kathy J.
