Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation No. BAQ060019 is issued as a best value Request for Quotes (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-11, and apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-3, Offeror Representations and Certifications-Commerical Items, 52.212-4 and 52 52.212-5, Contract Terms and Conditions-Commercial items. This solicitation provided for full and open competition. Contractors submitting a quotation must be registered in the Central Contracting Registration web site. The address to register is www.ccr.gov. The North American Industry Classification System (NAICS) code is 532411, Support Activities for Forestry. REQUIREMENT: The Bureau of Land Management, California State Office, has a requirement for a water tender with liquid gel mixing/dispensing capabilities Please submit yourquote for a daily rate and additional information for: Line Item 0001 Water tender with liquid gel mixing and dispensing capabilities a. Water Tender Capacity (gallons) b. Type of liquid gel to be furnished c. Current EERA for Gel Tender d. Current EERA for Water Tender Water Tender Extended Shift During periods of high lightening activity tender/operator may be required to remain on shift for extended staffing (two hours), see statement of work. STANDBY WATER TENDER CONTRACT SPECIFICATIONS Water Tender shall be fully operational and maintained to meet the minimum requirements as specified below. Tender shall also be capable of mixing and dispensing liquid gel. TENDER REQUIREMENTS: " Shall be capable of carrying a minimum of 3500 gallons and maximum of 4000 gallons of non potable water. " Shall be capable of overboard pumping and drafting ability with a pump capacity test of at least 100-250 gpm at 100-200 psi. " Shall have a programmable radio, which is compatible with a Bendix King radio and have a frequency range from 150 MHz to 174 MHz. " Shall have 50 feet 1 inch serviceable cotton jacketed fire hose. " Shall have one (1) 1 inch combination fog/straight nozzle with 1 inch NH to 1 inch NPSH reducer. " Shall have two (2) 1 inch NH connection or one (1) each 2 inch discharge with gated wye to two (2) 1 inch NH connections. " Shall be equipped with a minimum 24 feet of appropriate diameter suction hose equipped with a screened foot valve strainer. " Shall have diesel engine that has a minimum 300 horsepower. " Gravity discharge systems are not acceptable. GEL REQUIREMENTS: " Shall have 500 gallons of concentrate liquid gel on board. " Shall be an on-demand mixing system capable of producing the mixed product at a minimum of 400 gpm from 1% to 3%. " Shall come with a 3000 gallon pumpkin that can be transported on the tender. " Shall come complete with required fittings and hoses for use with designed system. " Shall meet standards of approved Forest Service gel specifications. CONTRACTOR REQUIREMENTS: " Contractor shall show proof of insurance and current California Drivers License. " Contractor shall provide copy of QPL from the Forest Service approved list for liquid gel. " Contractor shall be signed up under current Emergency Equipment Rental Agreement (EERA) for Water Tender and must have completed inspection and have EaTIS contract award pending in order to bid on this contract. Copies of the agreement will be furnished at time of award. CONTRACTOR REQUIREMENTS (CONT): " Contractor shall be signed up under current EERA for gel tender capabilities in order to bid on this contract. Copies of the agreement will be furnished at time of award. " The Government has interagency and cooperative agreements with other Federal, State, and local agencies, therefore the Contractor should have equipment pre-signed with these agencies (i.e., if contractor is on standby with BLM and CDF breaks a fire, contractor may be dispatched to CDF fire, but must have an agreement on file with CDF). " If awarded contract, tender and operator shall not be used or other purposes. " Contractor shall be required to furnish all fuel and operating supplies under subsequent contract. If dispatched to an incident and the Government has a fuel tender available, contractor may use this service and have this amount deducted from the payment. " Contractor may be required to furnish a qualified and fully licensed relief operator for shifts exceeding 16 hours. OPERATORS REQUIREMENTS: " Operators must have proof of having completed at least 8 hours of fire safety training, including fire shelter use, prior to the start of the contract/purchase order. " Have appropriate level of California Drivers License for the vehicle that they are operating. " Operators shall have: o Flashlight o Personal protective equipment (PPE), including nomex shirts and trousers meeting Cal OSHA specifications (nomex shroud is recommended); 8" leather boots; leather gloves; hard hat, goggles; NWCG approved fire shelter; and a canteen(s) with water (one (1) gallon minimum. MEASUREMENT AND PAYMENT: Payment will be made based upon calendar days under hire. The Contractor will be on duty from 1000 hours to 1800 hours (10:00 a.m. to 6:00 p.m.) for a total of eight (8) hours a day. During this period, equipment will be ready to leave within five (5) minutes of receiving an order to proceed to a fire assignment. During periods of high lightening activity tender/operator may be required to remain on shift for extended staffing. The daily standby rate shall apply for these additional hours and be calculated as follows: $240.00 (daily rate bid by contractor) divided by 8 hours (number of hours in workday) = $30.00/hour. $30.00 x 2 hours (extending staffing hours) = $60.00 Total payment for the day would be $300.00 ($240.00 daily rate + $60.00 extending staffing). When dispatched to an incident the time under the standby rate will stop and time under hire will be converted to the Emergency Equipment Rental Agreement (EERA) rate until equipment is release from the incident. If Water Tender is used WITHOUT gel capabilities, time under hire will be paid on Water Tender/EaTIS EERA. If Water Tender is used WITH gel capabilities, time under hire will be paid on Gel Tender EERA. Contractor will only be paid under one of the payment provisions (standby rate, Water Tender/EaTIS EERA rate, or Gel Tender rate), not a combination of rates. For example: If the equipment is on shift from 1000 to 1800 and does not "roll" to an incident, they will be paid the daily standby rate for that day. If the equipment is on shift from 1000 to 1800 and is requested to stay on shift for an additional two (2) hours for extending staffing, they will be paid the daily standby rate, plus and additional two (2) hours of the daily rate for that shift. If the equipment comes on shift and "rolls" to an incident and the tender is used for water only, they will be paid the applicable rate under the Water Tender/EaTIS EERA, or the daily standby rate, whichever is greater. If the equipment comes on shift and "rolls" to an incident and the tender is used for gel, they will be paid the applicable rate under the Gel Tender EERA, or the daily standby rate, whichever is greater. If the equipment comes on shift and "rolls" to an incident and the tender is used for both water and gel, they will be paid the daily standby rate, or the Water Tender/EaTIS EERA rate, or the Gel Tender rate, whichever is greater. INSTRUCTIONS TO OFFERORS: Quotes must be submitted in writing of a SF 1449 or on company letterhead and must include: RFQ number, the company name and address, point of contact, phone number, fax number, unit price, the extended price, grand total, any prompt payment discount terms, and documentation for experience and qualifications.
