- Description: The Bureau of Reclamation (Reclamation) intends to negotiate on a sole source basis with University of Arizona. There is only one NSF center that focuses solely on water quality and integrates soil scientist, biologists, hydrolygists, and other scientists. This is a joint center between the University of Arizona and Arizona State U. This will also satisfy the financial requirements for Reclamation to be a full member of the Water Quality Center. The proposed action is for supply and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b.) Any firm that believes it possesses the above technical expertise are encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate possession of the requisite technical expertise. All responses received within 5 days of the date of publication of this synopsis may be considered by the Government. A determination by the Government not to compete this proposed action, based on responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: 500 employees, for the North American Industry Industry Classification System (NAICS) Code 541710.
