Description
The U. S. Geological Survey, Geologic Division, Energy Team, has a requirement for a PANalytical X'Pert Pro MPD System (goniometer positioning system). The goniometer positioning system must be direct optical encoding. The ability to move the tube and detector arm to discrete angular positions must not be affected by any wear or backlash in the gear train that exists between the drive motor and tube/detector arms. The position of the tube and detector arm shall be read by an optical reader, which looks for the position of an optically encoded disc, which is mounted directly on the tube and detector arms. DC motors, which are tied to the optical encoders with a feedback loop, shall continuously monitor the position of the optical discs, ensuring the correct theta/theta positions are achieved and constantly maintained. Should the operator bump the tube or detector arm, momentarily changing its position, the system shall automatically reposition the tube and/or detector arm to the previously set position. The solid state, linear array, position sensitive detector, otherwise known as the X'Celerator detector, shall be simultaneously mounted on the detector arm, along with a video camera. The video camera shall be used for sample alignment purposes. With the video camera and X'Celerator mounted on the detector arm, it shall be possible to collect diffraction data from 0.5 degrees to 161 degrees 2theta, in under 8 minutes, while measuring a FWHM of no greater than 0.29 FWHM for certain peaks on a LaB6 NIST standard. Starting with the system running and being fully operational, it must be possible on a routine basis to turn off the instrument, rotate the x-ray tube from line to point focus (or vise versa) without disconnecting any water lines, turn the power back on, switch from line to point focus optics (or vise versa), and be fully operational again, all within 15 minutes, with no system realignment required. This is necessary to switch from general power diffraction to X-Y mapping of rock slab samples. Starting with the system running and being fully operational with a sample rotation stage and sample changer in place, it must be possible to replace the sample rotation stage and changer with a X-Y-Z-chi-phi positioning stage and be fully operational again, all within 10 minutes, with no system realignment required. It must be possible to roll the sample changer to the side of the enclosure and park it in a holding position until it is needed again. Interlocks within the enclosure shall confirm the sample changer is properly parked for operator safety pruposes. To ensure the future needs of the lab will be met, it must be possible to install a diffracted beam monochromator on the linear array solid state (X'Celerator) detector. This diffracted beam monochromator must be a commercially available product from the XRD vendor supplying the system. The linear array detector and associated diffracted beam monochromator must have been available for sale from the XRD vendor for a minimum of 1 year. Installation shall include a minimum of 2 days of on-sight training. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the system specified as a sole source from PANanalytical Inc., 22016 Broken Bow Dr., Lake Forest, CA 92630, and proposes to negotiate a contract with that firm. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required system or its functional equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials, which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such document without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice to the procurement.
