Description
The Naval Air Systems Command, Patuxent River, MD intends to conduct a full and open competition for the CH-46E Crashworthy Troop Seats (CTS) for the crew chief (CC) and the aerial observer (AO). There is no solicitation available at this time but anticipate release of a Request for Proposal (RFP) on or around the 18 October 2006. The primary location of the CTS is: CC seat - right side, aft facing at airframe Station 120, AO seat - left side, aft facing at airframe Station 120. In addition, the AO seat will need to be relocated to the left side cabin wall between Station 160 and Station 190 facing inboard when the left side gun is installed. The location of the CC seat is constant. Both seats will need to be easily removed to gain access to components located behind install locations. The Common Crash Resistant Troop Seat System (CCRTSS) performance specification will be used for technical and environment requirements for this procurement. The key performance parameters are: Crash capability/survivability Protection: a.) The seat, the aircraft interface attaching/reinforcement hardware, and the aircraft modifications required for the installation and functioning of the CCRTSS shall be capable of withstanding the following ultimate load factors without structural failure while holding the maximum weight of the occupant range. The positive direction for each axis shall be defined as follows: "+x" is forward, "+y" is to the right, and "z" is down. Seats must provide protection for the 5th percentile female through 95th percentile male (110 ?V 240 lbs) for analysis and qualification test purposes. Maximum weight of seats and all attaching hardware (one aircraft ship set) is 75 lbs. Draft specifications and pertinent airframe data will be posted on the web at www.Phrogsforever.com. A Crashworthy Troop Seat (CTS) Industry Day is scheduled for sometime around 18-20 September 2006 at the Naval Aviation Depot, Cherry Point, NC to discuss the specifics regarding the technical requirements and acquisition schedule. An aircraft will be available to familiarize potential vendors with the required location of the CC and AO seats and for taking measurements. The CH-46E program is looking to expedite the fielding of these new seats. Submittal of test data substantiating full crash qualification of the seating system will be required as part of proposal submittal. Potential contractors must be able to deliver to the approved government baseline configuration within 9 months of government??s decision to exercise the production option, at a minimum rate of 15 ship sets (30 seats) per month. Additional aircraft access will be available, by appointment only, for initial seat fit and measurements prior to proposal submission. The estimated quantity for this procurement is 177 kits (354 seats) or other such quantities as may be authorized and appropriated by Congress. Seats will be procured in a single year. The contract will be firm-fixed price with one base year.
