Description
The Naval Air Systems Command is issuing this request for information (RFI) in support of the C/KC-130T Avionics Modernization Program (AMP). This RFI is a follow-up posting to the original notice under N00019-06-R-0040 under the North American Industry Classification System (NAICS) code number 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing with the size standard in number of employees at 750. The Navy is looking to upgrade the avionics subsystems for the USMC KC-130T and Navy C-130T aircraft. The desired modernization solution will be accomplished by replacing aging, unreliable equipment and adding additional equipment necessary to meet Communication, Navigation, Surveillance and Air Traffic Management (CNS/ATM) requirements. The end solution will reduce parts obsolescence and maintenance work and reduce aircrew size while providing increased situational awareness to the aircrew. The solution will also provide full internal and external night vision compatible lighting in an integrated open system architecture to reduce the impact of future upgrades. The modernization solution should reuse appropriate existing aircraft systems as well as integrate the existing defensive systems. The Navy desires to leverage off existing modernization programs, solutions and proven technology. Attached are draft documents of Section B, Contract Line Item Numbers and Section C (SOO, CDRLs, and SRD). Interested parties should submit their written comments and questions no later than 18 August 2006 to Mary Ann Foran, MaryAnn.Foran@navy.mil Angela Tennyson, Angela.Tennyson@navy.mil. These comments will be addressed during an Industry Day to be held tentatively on 30 August 2006 in Lexington Park, MD. More information will be forthcoming on specifics for the Industry Day in a later posting. This is not a request for proposal. It should not be construed as a commitment or a guarantee of any kind by the US Navy that it will issue a solicitation. The US Navy does not intend to award a contract on the basis of this Request for Information (RFI) and all information shall be made available at no cost to the government. If any response(s) is (are) received, acknowledgement of receipt will not be made nor will evaluation of any information provided be given at this time. Any information provided to the US Navy in response to this RFI will become US Navy property and will not be returned. All proprietary information will be treated appropriately. RFI documents will be available electronically at the following NAVAIR web site http://www.navair.navy.mil/doing%5Fbusiness/open%5Fsolicitations/under N00019-06-R-0040.
