- Description
- The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), Patuxent River, MD, intends to award a sole-source firm-fixed price purchase order to Litton Systems Inc., Navigation Systems Division, 21240 Burbank Blvd, Woodland Hills, CA for the procurement of an estimated quantity of forty-six (46) each ASN 139 Carrier Aircraft Inertial Navigation Set (CAINS) II Shim Kits, part number 8860109-0800. The Shim Kits are required for the installation of ASN 139 CAINS II in new production F/A-18E/F/G and FMS E-2C Navigation Modification aircraft. Delivery of the hardware is required to begin four (4) months after receipt of order at a rate of fifteen (15) units per month. F/A-18 units shall be shipped to Boeing IDS St Louis, MO; E-2C units shall be shipped to Northrop Grumman Corporation, Melbourne, FL. Inspection and Acceptance of the supplies and services to be furnished hereunder shall be performed at the supplier?s plant, Salt Lake City, UT by the cognizant Administrative Contracting officer (ACO) or their duly authorized representative. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Litton is the Original Equipment Manufacturer (OEM)of the CAINS II and as such, is the designer, developer, and sole manufacturer of the CAINS II and the only firm with the necessary knowledge, data, equipment, and experience to perform this effort within the required timeframe. While this notice of intent is not a request for competitive quotes, interested parties may identify their interest and technical capability to respond to this requirement and may submit information that shall be considered by the Naval Air Systems Command.
