- The Naval Sea Systems Command is seeking sources from Large Business and Small Business interested in prime contracting and subcontracting opportunities. All interested parties are invited to respond to the Point of Contact listed below by close of business 10 July 2006, with a corporate capabilities statement not to exceed five (5) pages. Program Executive Office (PEO) Integrated Warfare Systems (IWS) 1B Training Directorate intends to acquire the expertise of a quality industry organization with experience in Standards for Training, Certification, and Watchkeeping (STCW), US Coast Guard, and US Navy approved navigation training, to provide navigation, seamanship, and shiphandling instruction to United States Navy personnel. The goal of the US Navy is to train navigation, seamanship, and shiphandling to a level that is deemed equivalent to International Maritime Organization (IMO) STCW/46CFR and to provide additional US Navy special evolutions training. Training will be for designated Navy personnel using Government furnished (GFE) Navigation, Seamanship, Shiphandling (NSS) simulators located in Government furnished facilities at the following US Naval Fleet Concentration Areas (FCA): Norfolk, San Diego, Everett/Bremerton, Mayport, Pearl Harbor, Sasebo, and Yokosuka. Government furnished NSS training simulators meet the requirements identified in Section A-I/12 of the STCW Code and consist of; generic US Navy ships bridge structure/pilot house; RADAR/ARPA and control console; Pelorus, binocular view, chart table, communications system, ECDIS-N console, helm, throttle, autopilot for vessel conning, and Instructor/Operator Station (IOS). All simulated instrument and vessel actions and reactions correlate to the movement of the selected vessel, control settings, and adjustments, simulating total shipboard bridge operational situations, including open-ocean maneuvering and advanced maneuvering in restricted waterways, for safe navigation and collision avoidance. The Government will provide OEM simulator system training to a limited number of the awardees? instructors. Instructional services required will include the development and modification of training materials, products, and curriculum. STCW equivalency course instructors must meet the qualifications identified in A-I/6 of the STCW Code or 46CFR10.309. US Navy warship specific shiphandling instruction, such as plane guard and DIVTACS, require Instructors with a minimum of 18 months US Navy warship command and two (2) years classroom instructional experience. Non-US Navy specific NSS instruction requires Instructors with minimum of two (2) years ship?s bridge operations and one (1) year classroom instructional experience. Non-NSS course instructors must have instructional experience relevant to the topic. Sasebo and Yokosuka training sites are currently operational and instructors must be ready to commence instruction at those sites within 30 days of contract award. Instructors must be available to commence training upon installation of the NSST systems in the remainder of the designated FCA?s tentatively scheduled: Everett/Bremerton ? 4th Q FY 06; Mayport ? 1st Q FY 06; Pearl Harbor ? 1st FY 06; San Diego and Norfolk ? 2nd Q FY 07. Specific throughput numbers for this new training capability and expanded training capacity are not available. Current training requirements, however, require forty (40) hours of NSS training every two (2) years for 62 ships in San Diego, 64 in Norfolk, 13 in Pearl Harbor, 21 in Mayport, 8 in Everett/Bremerton, 7 in Sasebo, and 13 in Yokosuka. The period of performance will be one-year base period and four one-year option periods. The government intends to make an award before the end of calendar year 2006. This announcement should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. In the event a solicitation is developed, it will be published on the Navy Electronic Commerce online (NECO), Federal Business Opportunities (FBO).
