- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO PRODUCT DATA SERVICES CORPORATION, 9534 Selby Place, Norfolk, VA 23503. The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement to update software previously developed by Product Data Services for the NSWCCD Design Tool Development Branch. This task will enhance the NSWCCD LEAPS Tool Kit software by adding modules for receipt and delivery mechanical data. The statutory authority permitting other than full and open competition is 10 U.S.C 2304(c)(1) pursuant to FAR 6.302-1 ? Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sole source is based upon the contractor?s extensive knowledge of the international standard. Since the contractor participated in the international standard with US shipbuilders and the Navy, and they wrote the final document that was published, they know the data model better than anyone in the world. If the follow-on effort is awarded to another source, it would result in substantial duplication of training costs and delays not likely to be recovered by competition. Note 22 applies to the extent the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
