- The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to Innovative Professional Solutions (IPS), 8317 Front Beach Road, Panama City Beach, Florida for the removal of critical combat systems from two MHC Class Ships in Ingleside, TX and the installation of two Field Changes on MCM Class Ships located in Sasebo, Japan and Bahrain. The procurement is sole source for the following reasons. Innovative Professional Solutions (IPS) is the only source with personnel residing in Ingleside, TX who have the required extensive experience with all of the MCM combat weapon systems that are being removed from the MHC Ships in Ingleside (AN/SLQ-48(V) Mine Neutralization System (MNS), AN/SQQ-32(V2/V3) Sonar, OK-520 Sonar Winch, AN/SSQ-94 MIW Simulator, AN/SSN-2(V4) Navigation System, AN/SQH-4A Battle Space Profiler System and Windbird System). IPS is the only company that has personnel who possess an in-depth knowledge of the AN/SLQ-48! UCHS Cable Accumulators and Vehicle Handling System, knowledge that is required for the installation of the two Field Changes. In addition, work on this order must be completed within the tight schedule associated with the MHC decommissioning which is to be completed this fiscal year and IPS is the only known source who can complete this tasking in the timeframe required. Additionally, installation of the field changes must occur during a period of MCM ship availability in August in Japan and Bahrain. It is estimated that not only would no other source be able to complete tasking within the required timeframe, but that obtaining any other source for this effort would increase its cost by as much as 200%.
