Description
The Naval Research Laboratory (NRL), has a requirement for technical support to pursue applied research projects, and to assist in the transition of discoveries which arise from basic research to products for use in the Navy. The services shall include research in the following tasks: (1) Reliability improvement of Sonar Dome Rubber Windows and Sonar Rubber Domes; (2) Nondestructive Examination Techniques for Sonar Domes; (3) New Materials for Sonar Domes; (4) Material Synthesis for nanotechnology; (5) Characterization of Advanced Materials. A Cost Plus Fixed Fee (CPFF) contract is contemplated. The anticipated period of performance will be 12 months for the base contract with 4 options. Each option, if exercised, shall have a period of performance of 12 months. The anticipated level of effort (LOE) is 10,980 for the basic contract and 10,980 for each option, if exercised. The incumbent contractor is Geo Centers. The solicitation will close approximately 30 days after issuance of the Request For Proposal (RFP). A detailed solicitation and statement of work will be posted on NRLs website at http://heron.nrl.navy.mil/contracts/listrfp.htm NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments will be available via the Internet at the URL address cited above. Paper copies of the RFP will not be provided. All EIT supplies and services provided under any resultant contract must comply with the applicable accessibility standards issued by the Architectural and Transportation Barriers Compliance Board at 36 CFR part 1194 (see FAR Subpart 39.2). Electronic and information technology (EIT) is defined at FAR 2.101. Any resultant contract will be DO rated under the Defense Priorities and Allocations System (DPAS). Original and 2 copies of the offerors proposal shall be received on or before the response date and time noted in the RFP. The package should be marked with the solicitation number, due date and time. The U.S. Postal Service continues to irradiate letters, flats, Express and Priority Mail with stamps for postage and other packages with stamps for postage destined to government agencies in the ZIP Code ranges 202 through 205. Due to potential delays in receiving mail, offers are encouraged to use alternatives to the mail when submitting proposals.
