- In its effort to continually improve the quality of regulatory benefit and cost estimation, The National Center for Environmental Economics (NCEE) is supporting the development of innovative ecological benefit estimation techniques. The current analysis of many rules, with regard to ecological risk is sparse in terms of benefits related to ecosystem services and improved ecosystem functions. This should not be too surprising since describing the intrinsic worth of environmental services represents a significant challenge. To address this deficiency, NCEE has undertaken the development of new ecological benefit estimation methodologies and value estimates. This effort will focus on ecological benefits arising from improved water quality in a specific area. NCEE will conduct a study designed to quantify a portion of the ecological impacts of improving the water quality in the Chesapeake Bay. This new study will examine the effects of improvements in water quality in the Chesapeake Bay on: --- striped bass populations, both in and out of the bay, --- expected striped bass catch in the bay, and --- impacts to both the commercial and recreational striped bass fishing sectors. The study will follow the methodology utilized by Massey et al. (2006) which estimated the value of changes in recreational flounder fishing due to water quality improvement in Maryland?s coastal bays. A copy of this paper will be provided to the Contractor. The purpose of this work is to assist NCEE in the development of ecological benefit estimate methodologies, and improved value estimates. This analysis will focus specifically on striped bass in the Chesapeake Bay.
