Description
NASA/SSC intends to purchase (2) digital pressure controllers on a sole source basis from GE Sensing/Druck Products (formerly Ruska). According to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: Ruska was the original equipment manufacturer of the current Pressure Standard Controllers. The replacement controllers must be compatible with both the existing computer systems in the Labs as well as the unique software that serves as interface between the controllers and the computer systems. Item 1 Specifications: Pressure from 0 to 100 psi; range to 100 psi in gauge or absolute via vacuum reference; precision of 0.003% full scale (FS); stability of 0.0075% reading per year; accuracy for one year of 0.003% FS + 0.009% reading; RS-232 and IEEE-488 communication protocols; emulation modes to support Ruska series 7215, 7010, 6000, and DPI 510 controllers; display resolution of 1: 1,000,000; 12 linear an d2 user defined units of measure; vacuum reference shall provide absolute mode of pressure utilizing a second vacuum pump and precision measurement of the residual pressure; uncertainty contribution of the vacuum reference shall be +/- 0.0002 psi per year; power requirements of 90-260 VAC, 50/60 hertz, 150 watt. Item 2 Specifications: Pressure from 0 to 1000 psi; range to 1000 psi in gauge or absolute via vacuum reference; precision of 0.005% of reading from 25% to 100% of range; precision of +/- 0.0125 psi below a reading of 250 psi; stability of 0.0075% reading per year; accuracy for one year of 0.009% of reading; RS-232 and IEEE-488 communication protocols; emulation modes to support Ruska series 7215, 7010, 6000, and DP! 510 controllers; display resolution of 1: 1,000,000; 12 linear an d2 user defined units of measure; vacuum reference shall provide absolute mode of pressure utilizing a second vacuum pump and precision measurement of the residual pressure; uncertainty contribution of the vacuum reference shall be +/- 0.0002 psi per year; power requirements of 90-260 VAC, 50/60 hertz, 150 watt. The pressure controllers will be used in an Automatic Pressure System (APS) using a visual basic application written to perform automated calibrations of pressure transducers, transmitters, and gauges; this APS collects inputs from the operator, unit under test, and the pressure controllers to calculate the run data, shunt values, key numbers, key number history, input/output resistance, class and subclass, calculates slope and offset deviation, precision, max non-linear bias, uncertainty, recall uncertainty, and determines calibration intervals; the controllers shall be plug and play with the existing system so as not to incur additional cost of software rewrite. The Government intends to acquire a commercial item using FAR Part 12. Per FAR 19.502-2 (a), this acquisition is set-aside for small business concerns, unless the contracting officer determines there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery. For small business set-asides other than for construction or services, any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer unless the SBA has granted either a waiver or exception to the nonmanufacturer rule. As of the date of this synopsis, no such waiver appears to exist. However, an exception may exist if the total price for the two controllers does not exceed $25,000. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 21, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
