- This purposed contract action is for services which the Government intends to solicit with only one source in accordance with FAR 6.302-1 and using FAR part 12, Acquisition of Commercial Items. The Department of Defense Education Activity intends to award a Sole Source contract to the University of Massachusetts (UMASS) Donahue Institute for consulting services in the field of cost analysis, financing of public education, and education curricular and program analysis to assist the DoDEA in assessing the quality and cost of educational services currently being provided. This notice is not a request for competitive quotations. Interested firms may email capability statements to the attention of Anissa Burley at anissa.burley@hq.dodea.edu. Only email inquiries will be accepted. Capability statements must be received by the response date and time of this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
