Description
FISC Norfolk Philadelphia Division intends to solicit on a sole source commercial items basis per FAR part 12, using Simplified Acquisition Procedures per FAR part 13.5 with Biopure Corporation of Cambridge, MA for an estimated 4,000 units of HBOC-201 IV, laboratory validation and support services during the medical research of the RESUS program. The RESUS program is a study conducted by the Naval Medical Research Command to study the effect of the medicine HBOC-201 in the treatment of severe hemorrhagic shock in those patients that cannot easily receive medical treatment from a hospital. The U.S. Navy has established under separate agreement to have 25 level one trauma centers who have met certain criteria to conduct the testing of this product, with the results of said tests transmitted to the Naval Medical Research Command for further analysis and review. The instant requirement calls for the delivery of the HBOC-21 product as required, and requires the laboratory accreditation of the research facilities that are participating in this research, and also calls for other support services to HBOC-201. The period of performance for this requirement will be a base period of up to 12 months along with up to two one-year option periods. A firm fixed price IDIQ contract is the expected result of this acquisition effort. The NACIS code for this effort is 541380. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of the Clinger Cohen act, interested persons may identify their interest and capability to respond to the requirement or submit proposals.
